Duty and attached controls

Read from the UK Trade Tariff on 1 October 2026, heading 8609 covers containers specially designed and equipped for carriage by one or more modes of transport. Dry double-door tunnel containers fall within the “Other” line, 8609 00 90 00. The table shows product variants sharing that tariff line, rather than separate commodity classifications.

The supplied tariff record gives 0% duty for goods from China, with no listed anti-dumping or countervailing duty, steel measure or suspension. It attaches a restriction on entry into free circulation concerning ozone-depleting substances, fluorinated greenhouse gas import control and a DCMS export licence entry. Ask your customs broker to confirm the applicable requirements and declaration evidence for the actual container.

Confirm the commodity code using the container's condition and intended function at import. Units fitted out as buildings may fall under heading 9406. Import VAT applies when containers are imported to stay in the UK; see UK import duty and VAT. For the wider container comparison, see side-opening shipping containers.

UK duty on these lines for goods of Chinese origin (one code per row), read from the UK Trade Tariff on 1 October 2026.

Specify doors at each end

Put doors at each end on the drawing, with the clear opening dimensions, door swing, locking arrangements and threshold details. Agree external dimensions, payload, floor material, floor loading, corner fittings and paint specification. Explain whether goods will be loaded from either end or passed through the container, and whether handling equipment will cross the thresholds.

For international transport, require a valid CSC safety approval plate and the matching approval certificate. Check that the approved design includes the opening doors at each end. Agree the examination arrangements before shipment. A plate photographed on a different container is not evidence for the unit you are buying.

Ask the factory to identify any insulation foam, refrigeration or other added equipment. Ozone-depleting substances must not be used in new equipment, except recycled halons for critical uses. Products or equipment containing banned fluorinated gases must not be placed on the Great Britain market. Have your broker assess any added systems before ordering.

Worked duty example

Illustrative example, not a quote: Ten new 40-foot high cube dry tunnel containers, illustrative only under 8609 00 90 00, invoiced at £32,000 free on board, with £6,000 of freight and insurance to the UK. The customs value is £38,000. Duty at 0% is £0. Import VAT at 20% is charged on the customs value plus duty, £38,000, so it is £7,600. With no duty, the only import tax is the VAT, which a VAT-registered importer can usually reclaim. The import duty and VAT guide explains each step.

Inspection checklist

End doors: operate the doors at each end, checking hinges, locking bars, keepers and seals. Check clear openings against the drawing and look for binding or uneven gasket compression.

Weatherproofing: inspect roof seams and door frames, then perform agreed water and light checks at each end. Repeat the door checks on arrival before putting stock inside.

Structure and floor: inspect end-frame welds, corner fittings, cross-members, thresholds and floor joints. Record distortion, corrosion, loose flooring and handling damage against the agreed specification.

Identity and records: match container markings, the safety approval plate and certificate to the delivered unit. Keep photographs and the inspection report with the purchase records; agree the scope using quality inspection explained.

What goes wrong

An order described only as “double-door” can leave the factory and buyer working from different door layouts. Require a drawing showing access at each end. Misaligned end frames make locking bars bind, while poorly fitted seals admit water. Check operation and weatherproofing at each end before release.

Adding an end opening to an existing container can weaken the frame if reinforcement is inadequate. Ask for the reinforcement drawing and approval evidence for the finished configuration. On arrival, compare door operation, floor condition and frame alignment with the dispatch report before accepting the unit.
