0% duty on diving rebreathers

Read from the UK Trade Tariff on 3 October 2026, heading 9020 covers other breathing appliances and gas masks, excluding protective masks having neither mechanical parts nor replaceable filters. Diving rebreathers belong within the other breathing appliances family, including parts and accessories.

The supplied tariff record gives 0% duty for Chinese-origin goods under 9020 00 90 99. It lists no anti-dumping or countervailing duty, suspension or attached import control. The table describes different rebreather products under the same tariff line; these are not separate commodity subdivisions.

Confirm the commodity code against the actual equipment and shipment contents. Do not assume that separately imported cylinders, absorbent or electronic components share the complete apparatus code. For the wider product family, see self-contained breathing apparatus.

Specify the breathing loop and certified configuration

Specify closed or semi-closed operation, intended breathing mixtures, declared operating depth and temperature range, counterlung position, mouthpiece and hose connections, and scrubber design. Ask the maker to identify the absorbent specification, packing method and tested endurance conditions. For electronic models, record the oxygen sensors, controller version, alarm functions and battery arrangement.

Confirm the applicable PPE category, type-examination and ongoing production-control requirements with the relevant authority before sale in Great Britain. Most new PPE needs UKCA or CE marking, a declaration of conformity and English instructions; confirm whether the relevant body's number is needed. Match the documents to the complete rebreather configuration. The importer must indicate its name and postal address on the equipment; confirm any applicable labelling exceptions with the relevant authority.

Ask for separate conformity documents and inspection records for included cylinders and pressure components. Agree which replacement parts the maker supports and how changes to sensors, software or scrubber components will be reviewed. Use testing and certification to define the evidence needed before ordering.

Worked duty example

Illustrative example, not a quote: Illustrative trial batch of complete diving rebreathers under 9020 00 90 99, invoiced at £10,000 free on board, with £900 of freight and insurance to the UK. The customs value is £10,900. Duty at 0% is £0. Import VAT at 20% is charged on the customs value plus duty, £10,900, so it is £2,180. With no duty, the only import tax is the VAT, which a VAT-registered importer can usually reclaim. The import duty and VAT guide explains each step.

Inspection checklist

Documents: check the type-examination and production-control documents, declaration, marking and English manual against the exact model and supplied configuration.

Breathing loop: inspect hoses, counterlungs, mouthpiece valves, connectors and seals for damage or incorrect assembly. Have a specialist perform the manufacturer's prescribed leak and function checks.

Scrubber: check the housing, seals, retaining mechanism and packing instructions against the approved sample. If absorbent is included, check its identity, sealed packaging and expiry marking.

Monitoring and packing: have a specialist check oxygen-sensor calibration, displays and alarms against the manual. Inspect cylinder and valve protection, moisture damage and loose connections on arrival. See quality inspection.

What goes wrong

Watch for certificates covering another configuration, substituted oxygen sensors, undocumented controller changes, damaged loop seals and scrubber parts that do not fit as specified. A powered display or a successful surface leak check alone does not establish performance under the declared diving conditions.

Agree document review and specialist acceptance testing before shipment. Keep any unit with unresolved certification, leakage or alarm faults out of customer deliveries while the maker investigates. Record replacement parts and corrective work against the affected unit.

Frequently asked questions

What is the UK import duty on diving rebreathers from China?

The supplied tariff record gives 0% under 9020 00 90 99, with no listed anti-dumping or countervailing duty, suspension or attached import control.

Can a diving rebreather use CE marking in Great Britain?

Yes, CE or UKCA marking can be used with the appropriate conformity assessment. Confirm the applicable PPE category and any type-examination and ongoing production-control requirements with the relevant authority for the exact rebreather configuration.

Do rebreather spare parts use the same commodity code?

The relevant tariff line includes parts and accessories. Confirm each separately imported item: cylinders, absorbent and electronic components should not automatically use the complete rebreather code.

What should I ask a Chinese rebreather factory for?

Ask for model-matched conformity documents, the English manual, breathing-performance and scrubber test reports, oxygen-monitoring details, cylinder records and a supported replacement-parts list.
