Zero duty on digging forks

Heading 8201 covers agricultural, horticultural and forestry hand tools. Digging forks fall within the other hand tools line, 8201 90 00 00. The table shows product variants sharing that line, rather than separate tariff classifications. See the garden hand tools guide for the wider heading.

Read from the UK Trade Tariff on 1 October 2026, the supplied facts show 0% duty for goods from China on this line. They list no anti-dumping or countervailing duty, suspension or attached import control. Import VAT is separate from duty; see import duty and VAT.

Confirm the commodity code against the actual fork, its materials and intended use before declaring the shipment. Send your broker the specification and photographs rather than relying on the supplier's description alone.

Specify tines, shafts and socket fixing

State whether the fork is for general digging or confined borders. Put overall length, head width, tine length, spacing, cross-section and weight on the drawing. Specify steel grade, heat treatment, hardness, coating and whether the head is forged or assembled. Keep an approved sample for comparison.

Choose the shaft material and grip shape, and specify socket depth, rivet position and the fixing method. For wooden shafts, agree timber species and straight grain through the neck. Agree a load and bend test with the factory, including how to check permanent deformation and movement at the socket.

Garden hand tools must be safe under general product safety law. In Great Britain, the general product safety regulations cover products intended for, or foreseeably used by, consumers. Include likely domestic gardening use when assessing the fork, even if your immediate customer is a business.

Worked duty example

Illustrative example, not a quote: 450 digging forks, illustrative order only under 8201 90 00 00, invoiced at £4,500 free on board, with £450 of freight and insurance to the UK. The customs value is £4,950. Duty at 0% is £0. Import VAT at 20% is charged on the customs value plus duty, £4,950, so it is £990. With no duty, the only import tax is the VAT, which a VAT-registered importer can usually reclaim. The import duty and VAT guide explains each step.

Inspection checklist

Head and tines: compare dimensions and alignment with the drawing, check hardness against the agreed specification, and examine tine roots for cracks, uneven sections and unfinished edges.

Shaft and socket: lever samples at the agreed test load, then check for permanent bending, socket splitting, rivet damage and handle movement. Check wooden shafts for cross grain and knots at the neck.

Grip and finish: check for splinters, burrs, loose grips, coating runs and bare steel, especially around the socket and tine roots. Compare materials and finish with the approved sample.

Arrival and packing: check for bent tines, crushed cartons, rust and damp wooden handles. Compare labels and quantities with the order. Use the same recorded checks at quality inspection before shipment.

What goes wrong

A fork can look straight in the carton yet bend when used to loosen compacted soil. Soft tines take a permanent set, while weak sockets and poorly fixed rivets let the head move against the shaft. A visual check alone misses these faults; test the assembled fork and examine it again afterwards.

Wooden shafts with cross grain or knots near the socket can split under leverage. Coating gaps around the socket and tine roots encourage rust, and damp packing can stain handles before arrival. Record failures against the approved specification and check replacement samples before accepting the batch.
