Sourcing debris containment nets from China

Debris containment nets classified in heading 5608 carry a flat 8% UK duty from China. Work equipment must be sold safe, so far as reasonably practicable. Specify the debris to retain, mesh openings and reinforced attachments, and distinguish made-up nets from knitted fabric. Cambridge China Bridge sources debris containment nets.

Flat 8% duty for nets in this heading

Read from the UK Trade Tariff on 1 October 2026, heading 5608 covers knotted netting of twine, cordage or rope and made-up textile nets, including qualifying debris containment nets. Every supplied commodity line carries 8% duty for goods from China. The supplied tariff data lists no anti-dumping or countervailing duty, suspensions or attached import controls.

Choose the line from the material and construction, rather than the supplier's description of its use. Made-up nylon nets have separate lines from other man-made textile nets. Knitted netting fabric is classified as knitted fabric, so scaffold netting in rolls should not automatically be declared here. Confirm the commodity code from a sample, material declaration and construction photographs.

For the wider net family and personnel fall-arrest applications, see construction safety nets. Keep the customs classification separate from the evidence that a net suits its proposed site use.

Specify the debris and attachment system

Describe the fragments the net is intended to retain and whether it will hang vertically or catch debris horizontally. Specify fibre, yarn construction, mesh opening, panel dimensions, mass per unit area, reinforced edges, seams and attachment points. Agree how mesh openings will be measured under tension and how edge and attachment strength will be tested.

Work equipment must be sold safe, so far as reasonably practicable. Ask for installation, inspection and replacement instructions, with test reports identifying the supplied material and construction. For outdoor use, specify UV stabilisation and request weathering evidence. If flame resistance is part of your order, agree the test method and obtain a report for the actual net.

HSE says objects must not fall outside the site boundary. Ask the scaffold designer to review the proposed net coverage and fixings before purchase. Treat debris retention and personnel fall arrest as separate specifications; a report for a different net or use does not establish the performance you ordered.

Worked duty example

Illustrative example, not a quote: Illustrative order: 2,000 made-up polyester debris containment panels under 5608 19 30 00, invoiced at £18,000 free on board, with £1,600 of freight and insurance to the UK. The customs value is £19,600. Duty at 8% is £1,568. Import VAT at 20% is charged on the customs value plus duty, £21,168, so it is £4,233.60. Import taxes total £5,801.60; a VAT-registered importer can usually reclaim the VAT, so the lasting cost is the £1,568 of duty. The import duty and VAT guide explains each step.

Inspection checklist

Mesh and dimensions: measure openings and finished panel dimensions against the agreed method; look for oversized openings, holes and uneven net construction.

Edges and fixings: check border reinforcement, stitching, knots and attachment positions; test sampled seams and attachment points against the agreed acceptance criteria.

Material and strength: match fibre declarations and strength reports to the delivered batch; compare yarn thickness and flexibility with the approved sample.

Arrival condition: inspect opened packs for cuts, abrasion, moisture and brittle yarn; match batch labels, reports and instructions before releasing stock. Use a written brief for quality inspection.

What goes wrong

Mesh opens excessively under tension, weak seams separate, or fixings pull through an unreinforced edge. Substituted yarn and missing UV treatment can leave an apparently similar net with different strength or ageing behaviour. Colour and panel weight alone cannot establish debris retention.

Another failure is buying knitted scaffold fabric under a made-up-net description, or accepting a test report for a personnel safety net as evidence for the ordered debris panel. Retain an approved sample and agree batch tests before production; resolve material, construction or report mismatches before accepting the shipment.

Frequently asked questions

What is the UK import duty on debris containment nets from China?

Qualifying nets in heading 5608 carry 8% on every supplied line. The tariff data read on 1 October 2026 lists no anti-dumping or countervailing duty.

Is knitted scaffold netting classified in heading 5608?

Knitted netting fabric is classified as knitted fabric. Check whether the shipment is fabric or a made-up net, using a sample and construction details before selecting the code.

Can I use a debris net to catch a falling person?

Do not assume debris-retention evidence demonstrates personnel fall-arrest performance. Specify and verify the intended application separately; see construction safety nets.

What should I ask a Chinese debris net supplier for?

Request fibre and mesh details, finished dimensions, reinforced-edge drawings, attachment strength results, batch identification and installation instructions. For outdoor use, request weathering evidence.
