Sourcing cork sheets and stoppers from China

0% duty

Read from the UK Trade Tariff on 27 September 2026, heading 4504 covers agglomerated cork, with or without a binding substance, and articles of it: blocks, plates, sheets and strip, tiles of any shape, solid cylinders and discs, corks and stoppers, gaskets and washers and other articles. All 7 lines carried 0% on goods from China, with no anti-dumping measure and no tariff suspension.

Natural cork in blocks and articles of natural cork are headings 4502 and 4503, and cork-rubber composites may be classified as rubber, so confirm the commodity code from the material. See our bottle caps and closures guide for other closures.

Food contact and flooring rules

Stoppers, coasters and cork sheets meant to touch food or drink are food contact materials under retained Regulation (EC) No 1935/2004 and the Materials and Articles in Contact with Food (England) Regulations 2012, so they must not transfer constituents in harmful amounts or taint the product. Ask for migration test reports on the binder, which is often polyurethane.

Wine buyers test stoppers for releasable 2,4,6-trichloroanisole (TCA), the cause of cork taint, using the ISO 20752 method, and physical properties of cylindrical stoppers to ISO 9727. Cork floor tiles are specified to BS EN 12104.

Specifying cork

Specify granule size, density, binder type, thickness and tolerance, sheet or roll size, compression and recovery, surface finish (sanded, sealed, printed), for stoppers the dimensions, moisture content and surface treatment, and for gaskets the oil resistance and temperature range.

Worked duty example

Suppose, purely for illustration, you import 8,000 agglomerated cork noticeboard sheets under 4504 10 91 00. At £11,000 free on board and £1,300 to ship and insure, the customs value is £12,300. With 0% duty on cork sheets, the only charge is import VAT: 20% of £12,300, or £2,460. VAT-registered businesses usually recover that in their next return. Inspection checklist

Physical: measure thickness, density and dimensions on sampled sheets and stoppers, and for stoppers check compression, recovery and moisture to ISO 9727.

Taint and food contact: have releasable TCA tested to ISO 20752 on wine stoppers, and check the migration reports cover the binder and the food type.

Finish: check for crumbling edges, voids, binder spots and odour, and that sheets are flat and packed dry.

What goes wrong

Cork orders fail on density, binder and taint. Low-density board crumbles at the edges, binder smells or yellows, stoppers taint wine, sheets arrive warped from damp storage, and food contact paperwork does not cover the binder.
