Duty on compressed peat propagation plugs

Read from the UK Trade Tariff on 29 September 2026, heading 2703 covers peat, including peat litter, whether or not agglomerated. This guide concerns unused compressed peat propagation plugs. The table shows product forms against the same supplied commodity line. For the wider product family, see horticultural peat moss.

The supplied line, 2703 00 00 00, carries 0% duty for goods from China. The extract records no anti-dumping or countervailing duty, suspension or attached import control. Separately, official guidance requires authorisation for soil imported from China. Ask APHA to assess plugs containing soil and the import position of any blended growing medium before committing to supply.

Confirm the commodity code using the complete recipe, any retaining sleeve and the product as shipped. A supplier's description of a plug as peat does not establish its composition. Use the import duty and VAT guide when comparing landed costs.

Specify the peat, expansion and retaining sleeve

Specify unused peat, its origin, fibre texture and every added ingredient. Ask the factory to identify lime, fertiliser, wetting agents, binders and other growing-medium components separately. Agree dry dimensions, expanded dimensions, dry mass, moisture, acidity and electrical conductivity against an approved sample.

Define the soaking method, water conditions and acceptance criteria for expansion, drainage and wet strength. Match the expanded plug to your nursery trays and sowing equipment. If supplied with a sleeve, specify its material, seam strength and root penetration, and request evidence supporting any biodegradability claim.

Defra's environmental plan for England includes a commitment to legislate for a ban on sales of peat and peat-containing products when parliamentary time allows. Check the sales position for your destination and customer channel before ordering stock.

Worked duty example

Illustrative example, not a quote: Illustrative nursery trial order: 500 packs of unused compressed peat propagation plugs under 2703 00 00 00, invoiced at £4,000 free on board, with £1,800 of freight and insurance to the UK. The customs value is £5,800. Duty at 0% is £0. Import VAT at 20% is charged on the customs value plus duty, £5,800, so it is £1,160. With no duty, the only import tax is the VAT, which a VAT-registered importer can usually reclaim. The import duty and VAT guide explains each step.

Inspection checklist

Composition: match the batch recipe and peat-origin statement to the approved specification; examine samples for soil, foreign matter, mould and visible pests.

Expansion: soak samples using the agreed method; check uniform wetting, expanded dimensions, tray fit and whether centres remain dry.

Strength: handle saturated plugs as your nursery would; check crumbling, sleeve splitting and resistance to root penetration in a propagation trial.

Packing: check crushed plugs, loose dust, damp cartons, pack counts and batch identification on arrival. Compare production samples with the retained approval sample through quality inspection.

What goes wrong

A plug can match the dry diameter yet expand unevenly or leave a dry centre. Changed fibre texture or compression can alter drainage and handling strength. Sleeves can split during soaking or restrict roots. Trial production samples with the intended crop and irrigation method before approving repeat orders.

Undeclared ingredients make both the growing performance and import assessment uncertain. Do not accept a generic peat specification for a formulated plug. Obtain the complete recipe and resolve questions with APHA before shipment; investigate damp packing and mould before distributing the batch.

Cambridge China Bridge sources these products for UK businesses, checking the factory and the documents before shipment. See factory verification. For repeat volumes, see container programmes.

Frequently asked questions

What is the UK import duty on compressed peat plugs from China?

The supplied tariff extract gives 0% duty under 2703 00 00 00, with no anti-dumping or countervailing duty recorded. Confirm that the complete plug belongs under this code.

Do peat plugs containing soil need import authorisation?

Yes. Official guidance requires authorisation for soil imported from China. Ask APHA to assess the full composition before ordering; do not assume a peat-labelled blend has the same import position.

How should I test compressed peat plugs before buying?

Soak production samples using your agreed method. Check wetting, expanded size, tray fit, drainage and wet strength, then trial them with your intended crop and irrigation.

What should I specify for the plug sleeve?

Specify the material, seam strength and root penetration. Check it during soaking and a propagation trial. Ask for supporting evidence if the supplier describes it as biodegradable.
