Sourcing CNC machining centres from China

Vertical and horizontal CNC machining centres, unit construction machines and multi-station transfer machines from China pay 2% UK duty on all 5 lines of heading 8457, with no anti-dumping duty. They must meet the Supply of Machinery (Safety) Regulations 2008, and acceptance should use ISO 230 and ISO 10791 tests at a factory run-off.

Read from the UK Trade Tariff on 27 September 2026, heading 8457 covers machining centres, unit construction machines (single station) and multi-station transfer machines for working metal. All 5 lines carried 2% on goods from China, with no anti-dumping measure and no tariff suspension.

Machinery safety and electrical rules

A machining centre placed on the GB market must meet the essential health and safety requirements of the Supply of Machinery (Safety) Regulations 2008, with a technical file, a declaration of conformity and UKCA or CE marking. BS EN ISO 16090-1 is the safety standard for machining centres, milling machines and transfer machines, covering guards, interlocks, spindle and axis stops and chip and coolant hazards.

Electrical equipment is built to BS EN 60204-1, and the machine must meet the Electromagnetic Compatibility Regulations 2016. Once installed, the employer must also comply with the Provision and Use of Work Equipment Regulations 1998.

Specifying machining centres

Specify axis travels, table size and load, spindle taper (BT, CAT or HSK) and speed, spindle power and torque curve, tool magazine capacity and change time, CNC control brand and model with the software options, rapid traverse, linear guide and ballscrew makes, positioning accuracy and repeatability to a named standard, through-spindle coolant, chip conveyor, supply voltage and frequency, and the manuals and spares list in English.

Name the control, spindle and guide suppliers in the contract, because these are the parts most often substituted after the price is agreed.

Worked duty example

An invented example rather than a quote: two vertical machining centres, commodity code 8457 10 90 00, bought for £90,000 free on board, with £6,000 of freight and insurance, so £96,000 is the value customs works from. Duty at the 2% rate for machining centres is £1,920. VAT at 20% applies to £97,920, so £19,584. A VAT-registered buyer usually recovers the VAT, so the border adds £1,920 to the landed cost. Inspection checklist

Geometry and positioning: at the factory run-off, check geometric accuracy to ISO 10791-1 or ISO 10791-2 for the spindle orientation, and measure positioning accuracy and repeatability of each linear axis with a laser interferometer to ISO 230-2.

Contouring and cutting: run a ballbar circular test to ISO 230-4, cut the finishing test piece of ISO 10791-7 in your material, and measure it on a coordinate measuring machine; check spindle run-out and warm-up drift.

Safety and endurance: test door interlocks, emergency stops and guard fixings against BS EN ISO 16090-1, run the tool changer through a long continuous cycle, and check the nameplate, UKCA or CE marking and declaration of conformity.

What goes wrong

Machining centre orders fail on specification substitution, accuracy and compliance. The quoted control or spindle is swapped for a cheaper make, positioning accuracy is quoted to a standard that was never measured, the tool changer jams under continuous running, and guards or interlocks fall short of GB machinery safety rules.
