Christmas tinsel duty and classification

Heading 9505 covers festive, carnival and other entertainment articles. Christmas tinsel of materials other than glass falls within the Christmas articles line 9505 10 90 00, subject to confirmation for the actual product. The table shows product variants sharing that line, rather than separate tariff subdivisions. For the wider heading, see artificial Christmas trees.

Read from the UK Trade Tariff on 30 September 2026, the supplied snapshot gives this line 2% duty for goods from China, with no anti-dumping or countervailing measures and no suspensions. It attaches cat and dog fur import and export controls: imports and exports of that fur and products made from it are banned. It also lists a cultural-object export licence control; ask your customs broker to confirm its relevance before any subsequent export.

Give your broker photographs, constituent materials, construction and intended Christmas use to confirm the commodity code. Keep illuminated products and mixed decoration sets separate in the classification brief rather than assuming that every item uses the tinsel code.

Specify fullness, strand material and wire ends

Describe the strand substrate and metallic finish separately from the core material. Specify finished length, diameter when fluffed, strand width, colour mix, shaped inserts and end treatment. Approve a physical sample after unpacking and hanging it, since compressed tinsel can look fuller in a supplier photograph than it does on display.

Consumer tinsel supplied in Great Britain must be safe. Ask the supplier for a product-specific safety assessment addressing exposed wire, sharp cut edges, loose strands and foreseeable use near heat sources. Agree the retail pack, hanging method and storage instructions with the sample, and use testing and certification support to define suitable checks.

Worked duty example

Illustrative example, not a quote: Illustrative order of 5,000 retail packs of Christmas tinsel under 9505 10 90 00, invoiced at £30,000 free on board, with £5,000 of freight and insurance to the UK. The customs value is £35,000. Duty at 2% is £700. Import VAT at 20% is charged on the customs value plus duty, £35,700, so it is £7,140. Import taxes total £7,840; a VAT-registered importer can usually reclaim the VAT, so the lasting cost is the £700 of duty. The import duty and VAT guide explains each step.

Inspection checklist

Fullness: unpack and fluff sampled garlands, measure against the agreed specification and compare visible gaps with the approved sample.

Core and ends: bend and hang the garland as intended, checking for protruding wire, sharp ends and strands pulling away from the core.

Finish: compare colours under the same light, rub strands against a plain cloth and look for coating loss or excessive shedding.

Packing: check pack contents, product identity and colour labels, then inspect for crushed strands and tangled garlands. Use the approved sample as the reference for quality inspection.

What goes wrong

A supplier can match the colour while reducing strand density or using narrower strips, leaving a thin garland with its core visible. Poorly secured strands shed during unpacking, and an unfinished wire end can snag hands or packaging. Record these defects explicitly in the purchase specification rather than accepting a general description such as metallic Christmas decoration.

Tight packing can flatten strands so they fail to recover their approved shape. Open packed samples before approving shipment and compare them after hanging. Keep the approved sample and defect photographs so arrival checks use the same reference as the factory.
