UK duty on Christmas crackers

Read from the UK Trade Tariff on 3 October 2026, heading 9505 covers festive, carnival and other entertainment articles. The non-glass Christmas article line, 9505 10 90 00, carries 2% duty for goods from China, with no recorded anti-dumping or countervailing duty and no suspension. The table shows cracker variants under this same line, rather than separate tariff subdivisions.

The tariff attaches an import control on cat and dog fur to this line. Ask for the materials of every gift and decoration, and confirm the control requirement with your customs broker. The recorded cat and dog fur export control and cultural export licence measure concern export movements. Confirm their relevance if you subsequently export the goods.

Confirm the commodity code using the assembled cracker, its materials and contents before ordering. Separately supplied gifts and snaps need their own classification check. See Christmas decorations and gift wrap for the wider range.

Specify the sleeve, snap and contents together

Give the factory the finished length and diameter, paper stock, print reference, ribbon arrangement and retail pack layout. List the exact hat, joke sheet and gift for each design. Approve a complete assembled sample and require written approval before any substitution of the snap or contents.

Official guidance identifies Christmas crackers as a firework category with a minimum buying age of 12. CE marking remains recognised indefinitely in Great Britain for pyrotechnic articles. Ask for conformity documentation matching the finished cracker and its snap; the declaration must be available to the enforcing authority on request.

Products designed or intended for play by children under 14 are toys under the UK rules. Review a toy gift separately from the cracker sleeve, including its intended users and warnings. Agree the checks through testing and certification before approving the contents.

Worked duty example

Illustrative example, not a quote: Illustrative order of 5,000 paper Christmas crackers under 9505 10 90 00, invoiced at £5,000 free on board, with £700 of freight and insurance to the UK. The customs value is £5,700. Duty at 2% is £114. Import VAT at 20% is charged on the customs value plus duty, £5,814, so it is £1,162.80. Import taxes total £1,276.80; a VAT-registered importer can usually reclaim the VAT, so the lasting cost is the £114 of duty. The import duty and VAT guide explains each step.

Inspection checklist

Assembly: compare finished dimensions, ribbon position and sleeve joins with the approved sample; check that gifts cannot fall out during handling.

Pull and snap: check sample crackers using the agreed safe procedure, recording failed snaps, premature activation and sleeves that tear instead of opening.

Contents: open samples from different cartons and compare the gift, hat and joke sheet with the approved contents list; check sharp edges and damaged parts.

Print and packing: check colour, readable jokes, pack counts and crushed ends. Repeat these checks on arrival and retain the sample reference for quality inspection.

What goes wrong

A matching printed sleeve can hide a changed snap or cheaper gift. Loose snap attachment causes failed pulls; tight assembly tears the sleeve. Thin hats split when unfolded, jokes print too faintly, and gifts scratch the paper from inside. Specify the complete assembly and inspect opened crackers as well as sealed packs.

Moisture marks and crushed ends can make otherwise usable crackers unsuitable for retail display. Check dry packing, protection within the retail box and carton condition at loading and arrival. Keep damaged stock apart while you compare it with the approved sample and investigate the cause.
