UK duty and the ceramic material split

Read from the UK Trade Tariff on 30 September 2026, heading 6910 covers ceramic sanitary fixtures, including toilet pans. Porcelain or china pans use 6910 10 00 00; other ceramic pans use 6910 90 00 00. Both carry 6% duty for goods from China, with no recorded anti-dumping or countervailing duty and no suspension. The table shows pan variants sharing these material codes.

The tariff attaches a waste import control. For waste subject to notification controls shipped from China to England, the exporter must apply to the competent authority in China for consent. For new pans, ask your customs broker to confirm the non-waste declaration and entry requirement. The facts also record waste export control and a cultural-goods export licence under export measures.

Confirm the ceramic body material and whether the shipment includes separately supplied seats, frames or cisterns before choosing the commodity code. For another toilet-pan family within the wider heading, see ceramic squat toilet pans.

Specify the pan, frame and flushing system together

Fix the ceramic body material, rimmed or rimless design, projection, bowl shape, glaze colour and seat profile against an approved sample. Obtain a drawing showing mounting centres, rear contact surfaces, flush inlet and waste outlet. Name the supporting frame, connectors and concealed cistern used for the sample assembly.

Agree the seat, hinges, fixing kit and seals included in each carton. Ask for flush-performance and load-test evidence identifying the actual pan model and tested assembly. Specify access to concealed fixings and how the installer removes the seat for cleaning.

For construction products covered by a designated standard or a UK technical assessment, check the applicable marking and declaration of performance before ordering. Compliant CE-marked construction products remain accepted in Great Britain. Confirm with the relevant authority which manufacturer obligations importers should check and where the importer's name and address should appear. Match the declaration and test basis to the supplied model; use testing and certification support to resolve document gaps.

Worked duty example

Illustrative example, not a quote: 2 tonnes of porcelain wall-hung toilet pans, illustrative only under 6910 10 00 00, invoiced at £16,000 free on board, with £1,500 of freight and insurance to the UK. The customs value is £17,500. Duty at 6% is £1,050. Import VAT at 20% is charged on the customs value plus duty, £18,550, so it is £3,710. Import taxes total £4,760; a VAT-registered importer can usually reclaim the VAT, so the lasting cost is the £1,050 of duty. The import duty and VAT guide explains each step.

Inspection checklist

Fit: assemble a sampled pan with the specified frame, connectors, cistern and seat; check mounting alignment, rear seating, seal engagement and access to fixings.

Ceramic body: inspect the underside, mounting holes and outlet for cracks or chips; compare glaze colour, surface finish and bowl shape with the approved sample.

Flushing: test the agreed assembly for bowl clearance, splash and leakage; compare results with the agreed test method and the supplier's model-specific evidence.

Packing and arrival: check cushioning around projecting edges, separation of loose fittings, carton model marks and counts; photograph damaged cartons before unpacking and inspect exposed mounting areas.

What goes wrong

A pan can look correct while its inlet, outlet or fixing geometry does not match the intended frame. A seat with the wrong hinge position may overhang or move in use. Resolve these problems through sample assembly before production, rather than relying on catalogue photographs.

Glaze can conceal small flaws, while mounting areas and outlets remain vulnerable during transport. A successful flush demonstration with a different cistern does not establish the performance of your assembly. Keep the approved assembly record and inspect the production batch using an agreed quality inspection brief.
