Carrot seed duty and import checks

Read from the UK Trade Tariff on 29 September 2026, heading 1209 covers seeds, fruit and spores used for sowing. Carrot seeds fall within the other vegetable-seed family. The table shows buying forms under the shared seed code, rather than separate tariff classifications. See the onion seed guide for the wider heading.

The supplied tariff record gives 1209 91 80 10 a 2% duty for goods from China and a 0.00% autonomous suspension. The suspension excludes mixtures, preparations and products made up of different components containing these seeds. No anti-dumping or countervailing measure is recorded. The line carries organic import control; organic carrot seeds from China require a Great Britain certificate of inspection.

Confirm the commodity code against the actual seed and any coating, treatment or mixture before claiming the suspension. Seeds for sowing must meet plant health and seed marketing rules. Plant-health risk categories can change, so ask APHA to confirm the category and documents for carrot seeds from China before shipment.

Specify the carrot variety and seed form

State the variety name, hybrid or open-pollinated status, intended growing season, root shape, colour and intended market. Specify untreated, treated, primed or pelleted seed separately. Agree germination, varietal purity, physical purity, moisture, seed sizing and pack quantity in the purchase specification. Ask for a test report tied to the shipment lot and retain an agreed sample.

Standard vegetable seed can be imported from any third country. Marketing seed in England and Wales requires a licensed business, and new varieties require listing before marketing. Check the proposed carrot variety with APHA before ordering. Keep the supplier's commercial description separate from the seed's recognised marketing category.

Worked duty example

Illustrative example, not a quote: Illustrative order: 500 kg of untreated carrot seeds for repacking under 1209 91 80 10, invoiced at £30,000 free on board, with £900 of freight and insurance to the UK. The customs value is £30,900. Duty at 2% is £618. Import VAT at 20% is charged on the customs value plus duty, £31,518, so it is £6,303.60. Import taxes total £6,921.60; a VAT-registered importer can usually reclaim the VAT, so the lasting cost is the £618 of duty. The import duty and VAT guide explains each step. This assumes the goods are standard-rated for VAT. Most food for human consumption is zero-rated, and animal feed can be too, in which case no import VAT is due, so check the rate for your product in HMRC's VAT Notice 701/14.

Inspection checklist

Identity: match the variety, seed form and lot reference across packets, bulk bags, invoice and test report.

Germination: test a representative arrival sample against the agreed specification and compare it with the retained shipment sample.

Purity and condition: check for weed seeds, other crop seeds, debris, mould, dampness and damaged or uneven pellets.

Packaging: check seals, moisture protection, packet quantities and treatment information against the approved artwork and contract.

What goes wrong

A familiar carrot type name can hide a different variety. Mixed lots undermine traceability, while an old germination report may describe a different harvest or untreated seed rather than the delivered primed or pelleted product. Damp packaging and crushed pellets can leave a shipment unsuitable for the buyer's sowing equipment.

A low duty rate does not settle whether the seed can be marketed. Resolve the business licence, variety status and plant health documents before dispatch. For organic orders, arrange the certificate of inspection before shipment. Use quality inspection to check lot identity and packing alongside seed testing.
