Sourcing carbon collector strips from China

Carbon current-collector strips within heading 8545 carry 0% UK duty from China, with no listed trade remedy. Railway interoperability constituents need assessment before UK market placement. Specify the carbon grade, contact profile and carrier fit. Cambridge China Bridge sources carbon current-collector strips.

Duty on carbon current-collector strips

Heading 8545 covers graphite and other carbon articles for electrical purposes, with or without metal. For carbon current-collector strips, check the residual line 8545 90 90 99 against the actual construction and function. The table shows product variants under the same tariff line, rather than separate classifications. See the wider graphite electrodes and carbon brushes guide.

Read from the UK Trade Tariff on 4 November 2026, the supplied heading data records 0% duty on goods from China throughout heading 8545. It lists no anti-dumping or countervailing duty, suspension or attached import control for these lines. This tariff position does not settle suitability for railway use.

Give your customs broker the drawing, carbon composition, carrier details and intended use to confirm the commodity code. Describe a finished strip accurately rather than declaring it simply as graphite.

Specify the strip and its operating application

Specify the carbon grade and any metal impregnation, electrical resistivity, density, flexural strength, contact profile and usable wear depth. Provide a controlled drawing showing length, width, curvature, mounting holes and carrier interface. Agree the carrier material, bonding method and acceptance checks, including any air passage used for breakage detection.

For railway supply, establish with the buyer whether the strip is an interoperability constituent. Official guidance states that assessment is necessary before such a constituent is placed on the UK market. Ask for assessment documentation matched to the exact strip and intended application, then arrange sample fit and operating evaluation before accepting bulk production.

Worked duty example

Illustrative example, not a quote: 40 carbon current-collector strips; order, FOB value and freight are illustrative under 8545 90 90 99, invoiced at £12,000 free on board, with £600 of freight and insurance to the UK. The customs value is £12,600. Duty at 0% is £0. Import VAT at 20% is charged on the customs value plus duty, £12,600, so it is £2,520. With no duty, the only import tax is the VAT, which a VAT-registered importer can usually reclaim. The import duty and VAT guide explains each step.

Inspection checklist

Material: match batch identification and test results to the agreed carbon grade, impregnation and electrical properties.

Geometry: measure the contact profile, mounting positions and carrier dimensions against the drawing; trial-fit samples to the intended holder.

Bond and passages: inspect for cracks, loose carbon and separation from the carrier; check any detection passage using the agreed test method.

Arrival condition: check edge chipping, carrier distortion, moisture and batch labels before releasing stock. Use the inspection guide to agree the inspection brief.

What goes wrong

A strip can fit its holder yet have the wrong carbon grade or contact profile. Watch for uneven wear, arcing, chipped edges and separation at the carrier bond. A blocked detection passage can also undermine the intended breakage-detection arrangement.

Keep an approved sample and controlled drawing, prohibit unapproved material changes in the purchase specification, and investigate failed samples before accepting the batch. A report for a different strip or carrier does not demonstrate that the delivered construction matches your agreed specification.

Frequently asked questions

What is the UK import duty on carbon collector strips from China?

The supplied tariff data records 0% duty under 8545 90 90 99, with no listed anti-dumping or countervailing duty. Confirm that the finished strip belongs in this line.

Which commodity code covers carbon pantograph strips?

Check 8545 90 90 99 for carbon electrical articles within this heading. Give your broker the composition, drawing, carrier construction and intended use before confirming classification.

Can I buy railway strips using only a factory test report?

For a strip treated as an interoperability constituent, assessment is necessary before UK market placement. Ask the railway buyer to confirm the applicable assessment and documentation.

What should I inspect when carbon collector strips arrive?

Check carbon grade records, contact profile, mounting dimensions, carrier bonding, cracks and edge damage. Check any detection passage against the agreed test method and trial-fit samples.
