0% duty on carbon arc gouging electrodes

Heading 8545 covers carbon electrodes and other carbon articles for electrical purposes. For carbon arc gouging rods, the relevant line to check is 8545 19 00 00, other electrodes. The table shows purchasing variants under this same line. For furnace electrodes and brushes, see the wider heading guide.

Read from the UK Trade Tariff on 30 September 2026, the supplied tariff record shows 0% duty for goods from China, with no anti-dumping or countervailing duty, suspension or attached import control on this line. Import VAT is normally 20%; see UK import duty and VAT.

Give your customs broker the composition, coating, dimensions and intended gouging use before confirming the commodity code. Describe the goods as gouging electrodes on the purchase documents rather than simply graphite rods.

Specify the gouging rod and torch together

Specify round or flat form, diameter or cross-section, length, copper coating or uncoated finish, end shape and any joint connection. Match the rod to the torch jaws and power source. Ask the factory to state the intended current type, polarity, operating current range and compressed-air conditions in its instructions.

Agree material composition, coating coverage, straightness and dimensional tolerances against an approved sample. Request batch test results for electrical resistivity and strength, and trial samples on your intended workpiece before approving bulk production.

Work equipment must be sold safe so far as reasonably practicable. Ask for clear operating and safety information to pass to business customers. HSE identifies metal-cutting fume as subject to the Control of Substances Hazardous to Health Regulations; include fume precautions when planning a gouging trial.

Worked duty example

Illustrative example, not a quote: 10,000 copper-coated gouging rods, illustrative only under 8545 19 00 00, invoiced at £12,000 free on board, with £600 of freight and insurance to the UK. The customs value is £12,600. Duty at 0% is £0. Import VAT at 20% is charged on the customs value plus duty, £12,600, so it is £2,520. With no duty, the only import tax is the VAT, which a VAT-registered importer can usually reclaim. The import duty and VAT guide explains each step.

Inspection checklist

Dimensions: measure the rods against the agreed drawing, check straightness and end shape, and confirm fit in the intended torch.

Coating: check the agreed copper coverage, exposed ends and signs of peeling, blistering or damage against the approved sample.

Performance: compare batch test results with the specification and trial sampled rods for arc stability, consumption and groove consistency under agreed conditions.

Packing: check for cracked or broken rods, moisture and loose packing on arrival; match carton labels and batch references to the inspection record. See quality inspection.

What goes wrong

Wrong rod dimensions can prevent secure clamping. Cracked rods, uneven coating and inconsistent material can cause erratic performance. A successful demonstration with the supplier's torch does not establish performance with your equipment, workpiece and air supply.

Keep an approved sample and record the conditions used for the trial. Agree how broken rods and failed batches will be handled before shipment. Use factory verification to check whether the supplier makes and tests the rods or buys them from another producer.

Frequently asked questions

What is the UK import duty on carbon arc gouging electrodes from China?

The supplied tariff record shows 0% under 8545 19 00 00, with no anti-dumping or countervailing duty. Import VAT is normally 20%.

Are gouging rods classified as furnace electrodes?

For gouging rods, check 8545 19 00 00, other electrodes. Give your broker the composition and intended use; do not choose a furnace-electrode code just because the rods contain graphite.

What should I specify for copper-coated gouging rods?

Specify rod shape, dimensions, end form, coating coverage and torch fit. Obtain the maker's operating instructions and approve a trial using your power source, air supply and workpiece.

What should I check when gouging rods arrive?

Check dimensions, straightness, coating damage, cracks, moisture and batch identity. Compare samples with the approved rods and retain the batch test results.
