2% base duty, with a conditional suspension

Read from the UK Trade Tariff on 29 September 2026, heading 1209 covers seeds, fruit and spores used for sowing. The vegetable seed line 1209 91 80 10 shows 2% duty for goods from China and a 0.00% autonomous tariff suspension, with no anti-dumping or countervailing measure recorded. The table shows cabbage buying variants sharing this commodity line.

The suspension excludes mixtures, preparations and products made up of different components containing the seeds. Ask your broker to check eligibility, particularly for coated or pelleted seed. The tariff also attaches an organic import control. Organic consignments from China need an organic Certificate of Inspection; confirm the documentation and clearance arrangements before dispatch.

Confirm the species, sowing use and any treatment through the commodity code guide. Ask the plant health authority to confirm the applicable import requirements for the exact seed and origin before shipment. For the wider heading, see our broccoli seed guide.

Specify the cabbage variety and seed lot

Specify white, red, Savoy or pointed cabbage, the botanical identity and exact variety denomination. Agree hybrid or open-pollinated seed, intended sowing season, head shape, maturity characteristics and any disease-resistance claims. Record the harvest season, lot identity, treatment or coating, pack format and storage instructions. Request lot-specific germination, purity and seed-health results rather than a general supplier certificate.

Standard vegetable seed can be imported from China. For ordinary commercial marketing in Great Britain, varieties must be on the Great Britain or Northern Ireland Variety List. A business marketing seed in England and Wales needs a seed marketing licence. For imports weighing over 2kg, ask the Animal and Plant Health Agency about its seed import registration forms before shipment.

Worked duty example

Illustrative example, not a quote: 20 kg of white cabbage seeds for sowing; illustrative order and values under 1209 91 80 10, invoiced at £2,500 free on board, with £500 of freight and insurance to the UK. The customs value is £3,000. Duty at 2% is £60. Import VAT at 20% is charged on the customs value plus duty, £3,060, so it is £612. Import taxes total £672; a VAT-registered importer can usually reclaim the VAT, so the lasting cost is the £60 of duty. The import duty and VAT guide explains each step. This assumes the goods are standard-rated for VAT. Most food for human consumption is zero-rated, and animal feed can be too, in which case no import VAT is due, so check the rate for your product in HMRC's VAT Notice 701/14.

Inspection checklist

Identity: match the variety denomination and lot reference on packs, order documents and test reports; retain a sealed reference sample.

Germination: sample the delivered lot for a germination check and compare the results with the agreed specification and supplier report.

Condition: examine seed and packaging for dampness, mould, insect damage, broken seed and foreign material; check seals and any coating for damage.

Documents: reconcile pack quantities, treatment details and storage instructions; check the organic Certificate of Inspection where the consignment is organic.

What goes wrong

A familiar cabbage name can hide a different variety with the wrong head shape or maturity. Mixed lots can produce uneven crops, while a germination report from another lot gives little assurance about the delivered seed. Use a trial grow-out to assess identity and uniformity alongside laboratory testing.

Damp storage and damaged pack seals can undermine germination. A coating may also complicate suspension eligibility, and an organic claim brings additional import paperwork. Resolve variety-list status, the marketing licence and document checks before approving shipment.

Cambridge China Bridge sources these products for UK businesses, checking the factory and the documents before shipment. See factory verification. For repeat volumes, see container programmes.
