Breadcrumb duty and recipe-dependent controls

Read from the UK Trade Tariff on 30 September 2026, heading 1905 covers bread and other bakers’ wares. The selected lines all carry 8% duty for goods from China, with no recorded anti-dumping duty, countervailing duty or suspension. These are classification candidates for checking bread-based crumbs, not interchangeable codes for every breadcrumb recipe.

The selected lines attach veterinary control, restriction on entry into free circulation and organic import control. For breadcrumbs containing dairy, egg or other animal ingredients, ask APHA or your customs broker to confirm whether composite-product rules apply and which approved-country checks, certification, border checks or exemptions are relevant to the recipe. If a shipment falls within high-risk food controls, the importer must pre-notify authorities before arrival in Great Britain. Confirm the applicable controls with your customs broker before shipping.

Give your broker the complete recipe, sugar and fat composition, baking or toasting process and a sample when confirming the commodity code. A product name such as panko does not establish the classification. For the wider heading, see rice crackers and related bakery goods.

Specify crumb structure and coating performance

Specify fine crumbs or coarse flakes, flour base, colour, seasoning, salt, added fats and the complete ingredient recipe. Agree a sieve profile, maximum fines, bulk density and moisture specification with the factory. Compare samples on your actual food product for adhesion, frying colour, oil uptake and crispness after holding.

Agree moisture-barrier packaging, seal strength, storage conditions and shelf-life evidence. Confirm food-business registration requirements with your local authority. Ask the relevant food authority to confirm retail label requirements, including English ingredients with allergens emphasised, net quantity, dates, storage information and business address. Match the artwork to the production recipe, including seasoning ingredients.

For organic breadcrumbs, the tariff attaches a certificate-of-inspection condition. The certificate is issued by the exporter’s control body in the country of export. Confirm the applicable certificate and importer arrangements with your customs broker and organic control body before ordering.

The tariff also attaches genetically modified organism import control to 1905 90 70 00 and 1905 90 80 00, with a condition referring to rice and rice-derived products. If the recipe contains rice, ask your customs broker to confirm the required entry documents and checks. Do not treat an ordinary wheat breadcrumb specification as evidence for a rice-containing recipe.

Worked duty example

Illustrative example, not a quote: Illustrative order: 12 tonnes of plain dried breadcrumbs, assuming this code is confirmed under 1905 90 80 00, invoiced at £14,000 free on board, with £2,000 of freight and insurance to the UK. The customs value is £16,000. Duty at 8% is £1,280. Import VAT at 20% is charged on the customs value plus duty, £17,280, so it is £3,456. Import taxes total £4,736; a VAT-registered importer can usually reclaim the VAT, so the lasting cost is the £1,280 of duty. The import duty and VAT guide explains each step. This assumes the goods are standard-rated for VAT. Most food for human consumption is zero-rated, and animal feed can be too, in which case no import VAT is due, so check the rate for your product in HMRC's VAT Notice 701/14.

Inspection checklist

Crumb structure: compare arrival samples with the approved sieve profile, flake shape, colour and fines specification; repeat the coating and frying trial.

Condition: measure moisture against the agreed specification and inspect for clumping, mould, insects, foreign matter and stale or rancid odours.

Packing: check bag seals, punctures, moisture damage, net weights, batch identification and date coding. Compare shelf-life evidence with the stated storage conditions.

Recipe and labels: check ingredient and allergen declarations against the signed recipe and review production-batch test reports. Use the quality inspection guide to agree how findings are recorded.

What goes wrong

Coarse flakes can become powder during handling, changing coating coverage and frying texture. Moisture entering through weak seals causes clumping and loss of crispness. A darker toast or changed fat ingredient can alter browning and flavour even when the bags look the same.

A seasoning change can introduce an undeclared allergen or animal ingredient and change the import checks. Freeze the approved recipe and artwork, require approval for substitutions, and compare arrival samples with retained production samples. Imported food must be safe and legal before it enters Great Britain.

Cambridge China Bridge sources these products for UK businesses, checking the factory and the documents before shipment. See factory verification. For repeat volumes, see container programmes.

Frequently asked questions

What is the UK import duty on breadcrumbs from China?

The selected breadcrumb-related lines carry 8% duty from China, with no recorded anti-dumping duty, countervailing duty or suspension. Confirm the exact code from the recipe and processing.

Which commodity code applies to panko breadcrumbs?

Do not choose a code from the word panko alone. Provide the full recipe, sugar and fat composition, processing details and a sample for classification.

Do breadcrumbs containing milk or egg need veterinary checks?

They can be composite products. Checks and documents depend on the recipe, processing and any exemption. Confirm the requirements before shipment.

What should I check when imported breadcrumbs arrive?

Check crumb size and fines, moisture, odour, bag seals, weights, date codes and labels. Repeat a coating and frying trial against the approved sample.
