Sourcing bread improver blends from China
Bread improver blends in the relevant other-preparation lines carry 8% to 12% UK duty from China. Fix the complete recipe and check each additive's permitted use before ordering; animal-origin ingredients can change the import route. Cambridge China Bridge sources bread improver blends.

Recipe determines the duty
Read from the UK Trade Tariff on 30 September 2026, heading 2106 covers food preparations not elsewhere specified or included. The selected other-preparation lines carry 8% or 12% for goods from China, with no anti-dumping or countervailing duty recorded. The table also includes protein and yeast preparations for relevant formulations, but these are not automatic alternatives for a finished improver blend.
The selected lines show narrowly described suspensions, rather than a general exemption for bread improvers; do not assume a blend qualifies. The tariff attaches veterinary and organic controls, and seal-product control to the selected low-content other-preparation lines. Animal-origin ingredients need their import route checked. For seal-product control, ask your customs broker to confirm the requirement against the ingredients.
Give the broker the complete recipe, ingredient origins and intended use to confirm the commodity code. The low-content branch uses less than 1.5% milkfat, 5% sucrose or isoglucose, and 5% glucose or starch. A starch carrier can therefore change the branch. See the vegan egg replacer guide for another product family within this heading.
| Goods | Commodity code | Duty | Anti-dumping or countervailing duty on China |
|---|---|---|---|
| Other food preparations meeting the low milkfat, sugar and starch conditions | 2106 90 92 85 | 12% | None |
| Other food preparations in the lower-sucrose branch | 2106 90 98 49 | 8% | None |
| Protein hydrolysates and yeast autolysates meeting the composition conditions | 2106 90 92 40 | 12% | None |
| Other protein concentrates meeting the low milkfat, sugar and starch conditions | 2106 10 20 90 | 12% | None |
Specify the blend and the baking process
Specify the carrier, emulsifiers, flour treatment agents, enzyme identities and activities, ingredient origins and recommended dosage against flour weight. Agree the flour type, mixing method, fermentation conditions and target loaf volume, crumb texture and slicing behaviour. Request written approval before any ingredient substitution.
Food additives need authorisation before being placed on the Great Britain market, and must be used within their conditions of use. Check suitability for the intended bread and dosage, rather than accepting a supplier's general approval statement. For blends containing processed animal ingredients, country approval matters; ask the broker to establish the route for the Chinese formulation before ordering.
For organic claims, ask your organic control body to confirm whether the consignment needs a Great Britain certificate of inspection. The exporter’s control body issues that certificate. Confirm the organic route before approving organic packaging.
Worked duty example
Illustrative example, not a quote: Illustrative order: 12 tonnes of bagged bread improver blend for a bakery ingredient distributor under 2106 90 98 49, invoiced at £24,000 free on board, with £3,000 of freight and insurance to the UK. The customs value is £27,000. Duty at 8% is £2,160. Import VAT at 20% is charged on the customs value plus duty, £29,160, so it is £5,832. Import taxes total £7,992; a VAT-registered importer can usually reclaim the VAT, so the lasting cost is the £2,160 of duty. The import duty and VAT guide explains each step. This assumes the goods are standard-rated for VAT. Most food for human consumption is zero-rated, and animal feed can be too, in which case no import VAT is due, so check the rate for your product in HMRC's VAT Notice 701/14.
Inspection checklist
Recipe and batch: match the ingredient declaration, batch certificate and bag identification to the approved formulation; check enzyme activity and agreed moisture results.
Baking performance: trial the production batch with your flour and process; compare dough handling, proofing tolerance, loaf volume, crumb and slicing with the approved sample.
Packing: inspect liners, seals and bags for damage, dampness, caking and powder leakage; check the agreed net weight and storage instructions.
Allergens and labels: compare wheat, soya, milk and egg information with the recipe and supplier cross-contact declaration. Check that the English ingredient information matches the supplied blend.

What goes wrong
A sample can perform well while the delivered blend uses a different carrier or enzyme activity. Powder segregation, moisture uptake or inaccurate dosing can produce uneven dough handling and crumb. Approve the production formulation, retain samples and repeat the baking trial before releasing the batch for use.
A recipe change can also invalidate the original classification or ingredient checks. Hold bags with unexplained label differences, damaged liners or conflicting batch documents while the supplier investigates. Use a written sampling and acceptance brief alongside the quality inspection guide.

Frequently asked questions
What is the UK import duty on bread improver blends from China?
The selected other-preparation lines carry 8% or 12%, depending on composition. No anti-dumping or countervailing duty is recorded. Confirm the finished blend's code before ordering.
Can I use the Chinese supplier's additive approval?
Check Great Britain authorisation and the conditions of use for each additive. A supplier's general approval statement does not establish suitability for your bread recipe and dosage.
Does a bread improver containing milk need import checks?
The tariff attaches veterinary control. Ask your broker to confirm the Chinese formulation's eligibility, ingredient origins, certification and border requirements before ordering.
How should I test a bread improver sample?
Use your own flour, mixing and fermentation process. Compare dough handling, loaf volume, crumb and slicing, then repeat the trial on the production batch.
