Duty and waste status

Read from the UK Trade Tariff on 29 September 2026, heading 2715 covers mixtures based on natural asphalt, natural bitumen, petroleum bitumen, mineral tar or mineral tar pitch. This guide concerns sound-deadening compounds supplied as mixtures. The table shows application forms sharing the supplied commodity line, rather than separate tariff subdivisions.

The supplied extract records 0% duty for goods from China, no anti-dumping or countervailing duty and no suspension. It attaches import and export waste controls. For waste from China subject to notification controls, the exporter must apply to the dispatch authority for consent. Confirm which destination, dispatch and transit consents are needed before shipment with your customs broker and relevant waste authority.

Confirm the commodity code against the complete formulation and supplied form. Describe whether the order is a liquid coating, paste or finished sheet. For the wider heading, see bituminous mixtures. Tax calculations are explained in our import duty and VAT guide.

Specify the coating and panel-vibration test

Specify the binder, filler, solvent or water carrier, solids content, viscosity and application equipment. Identify the panel material, surface preparation, orientation and coating thickness after drying. Agree curing conditions, acceptable residual odour and compatibility with primers and subsequent coatings. Request a safety data sheet matching the formulation and flash-point information for solvent-containing material.

Ask for damping results tied to the intended panel, coating thickness, curing conditions and test temperature. Agree a comparison method using untreated panels and the approved sample. Check vertical sag, adhesion and cracking after the agreed temperature exposure. Arrange testing and certification support around the actual application.

For sale in Great Britain, arrange classification and labelling by someone with scientific competence. Check the formulation's UK REACH position with your chemical adviser and agree the label and packaging before production.

Worked duty example

Illustrative example, not a quote: Illustrative order: 20 tonnes of spray-applied bituminous sound-deadening compound in sealed drums under 2715 00 00 00, invoiced at £24,000 free on board, with £1,800 of freight and insurance to the UK. The customs value is £25,800. Duty at 0% is £0. Import VAT at 20% is charged on the customs value plus duty, £25,800, so it is £5,160. With no duty, the only import tax is the VAT, which a VAT-registered importer can usually reclaim. The import duty and VAT guide explains each step.

Inspection checklist

Identity: match the batch, ingredient declaration and safety data sheet to the approved formulation; investigate any substitution.

Consistency: compare viscosity, solids content, settling and ease of remixing with the retained sample using the agreed methods.

Panel trial: apply material to the intended substrate and check dried thickness, adhesion, sag, curing, residual odour and damping against the approved sample.

Packing: inspect drum seams, lids, leaks, corrosion and batch identification on arrival. Record results using the quality inspection guide.

What goes wrong

A sample tested on a different panel or at a different dried thickness does not provide a useful production comparison. Require the factory to repeat the agreed panel trial when the binder, filler or carrier changes. Check whether the coating cracks, lifts or remains tacky after the agreed curing and temperature exposure.

Settling can make application uneven, while leaking drums can change solvent-containing material's consistency. Compare arrival samples with the retained sample before releasing the batch. For reclaimed material, ask your broker to resolve waste status before shipment; a commercial description alone does not resolve the attached waste control.

Cambridge China Bridge sources these products for UK businesses, checking the factory and the documents before shipment. See factory verification. For repeat volumes, see container programmes.

Frequently asked questions

What is the UK import duty on bituminous sound-deadening compounds from China?

The supplied extract records 0% duty under 2715 00 00 00, with no anti-dumping or countervailing duty and no suspension. Confirm the code against the formulation and supplied form.

How do I check the supplier's sound-deadening claim?

Compare treated and untreated panels using an agreed method. Match panel material, dried coating thickness, curing conditions and test temperature to your intended application.

What chemical documents should I request?

Request the formulation details, a matching safety data sheet and flash-point information for solvent-containing products. Arrange competent classification and labelling for sale in Great Britain, and check the UK REACH position.

Does the tariff waste control apply to my order?

Ask your broker to confirm waste status and the applicable procedure. For waste from China subject to notification controls, confirm the destination, dispatch and transit consent requirements with the relevant waste authority before shipment.
