Sourcing bituminous mixtures from China

Bituminous mixtures from China carry 0% UK duty across heading 2715, with no anti-dumping or countervailing duty in the supplied extract. The tariff attaches waste controls: confirm whether your material is waste before shipment. Cambridge China Bridge sources bituminous mixtures.

Duty and waste controls

Read from the UK Trade Tariff on 3 October 2026, heading 2715 covers mixtures based on natural asphalt, natural bitumen, petroleum bitumen, mineral tar or mineral tar pitch, including bituminous mastics and cut-backs. The supplied extract contains a single commodity line. The table shows product forms sharing that code.

Goods from China carry 0% duty, with no anti-dumping or countervailing duty and no suspension recorded. The tariff attaches import and export waste controls. For waste from China subject to notification controls, shipment must wait for consent from the destination, dispatch and transit authorities. Confirm the applicable procedure with your customs broker and the relevant waste authority before booking transport.

Confirm the commodity code using the complete formulation and intended use. Plain petroleum bitumen and finished roofing membranes differ from these mixtures; see our petroleum bitumen guide. The import duty and VAT guide explains the tax calculation.

Specify the binder, solvent and application

State whether you need a mastic or cut-back, the binder source, filler type, solvent composition and intended substrate. Agree viscosity, solids content, application method, curing conditions and storage instructions. For solvent-containing products, ask for flash-point information and a safety data sheet matching the actual formulation.

For sale in Great Britain, importers must arrange classification and labelling by someone with scientific competence. Check the formulation's UK REACH position with your chemical adviser, and agree the label and packaging before production. Use testing and certification support to plan checks against the agreed specification.

Worked duty example

Illustrative example, not a quote: Illustrative order: 20 tonnes of bituminous mastic in sealed drums under 2715 00 00 00, invoiced at £24,000 free on board, with £1,800 of freight and insurance to the UK. The customs value is £25,800. Duty at 0% is £0. Import VAT at 20% is charged on the customs value plus duty, £25,800, so it is £5,160. With no duty, the only import tax is the VAT, which a VAT-registered importer can usually reclaim. The import duty and VAT guide explains each step.

Inspection checklist

Formulation: match the ingredient declaration, batch certificate and safety data sheet to the approved product.

Consistency: compare viscosity, solids content, sediment and ease of mixing with the retained sample using the agreed method.

Application: apply a sample to the intended substrate and check spreading, adhesion, curing and visible cracking.

Packing: inspect drum seams, lids, leaks, corrosion and batch identification on arrival. Record discrepancies using the quality inspection guide.

What goes wrong

A substituted solvent or excessive filler can change spreading and curing. Settled material may be difficult to remix, while poor adhesion can appear when the test substrate differs from the installation surface. Compare production samples with the approved formulation and application trial.

Leaking drums lose solvent and can leave the remaining material thicker than the approved sample. Reclaimed material also needs its waste status checked before shipment; a commercial product description does not resolve the tariff's attached waste control. Ask your broker to confirm the requirement for the actual consignment.

Frequently asked questions

What is the UK import duty on bituminous mixtures from China?

The supplied tariff extract records 0% duty under 2715 00 00 00, with no anti-dumping or countervailing duty and no suspension.

Does the waste control apply to my bituminous mastic?

The tariff attaches a waste control. Have your broker confirm the material's status and procedure. Waste shipped under notification controls needs consent from the destination, dispatch and transit authorities.

What should I specify for a cut-back bitumen order?

Specify binder source, solvent composition, viscosity, solids content, substrate, application method and curing conditions. Obtain flash-point information and a formulation-matched safety data sheet.

How do I inspect bituminous mastic on arrival?

Check drum seals, leaks and batch identity. Compare viscosity, sediment and mixing with a retained sample, then trial application and adhesion on the intended substrate.
