UK duty on bicycle pedals

Read from the UK Trade Tariff on 30 September 2026, heading 8714 covers vehicle parts and accessories, including bicycle pedals and their parts. Replacement flat and clipless pedals share the other-pedals line; the table separates these buying categories rather than implying different tariff codes.

The pedal lines carry 4% ordinary duty for goods from China. The listed manufacturing line has a suspension to 0.00 %, with a footnote excluding mixtures, preparations or products made up of different components containing these products. No anti-dumping or countervailing duty is listed for these pedal lines. The tariff also attaches a DCMS Export Licence measure; ask your customs broker to confirm its relevance to your transaction.

Confirm the complete pedal or separately supplied part against the description and intended use before claiming a suspension. See finding your commodity code. For frames, crank-gear and other cycling goods, see bicycle parts and tyres.

Specify the spindle, platform and retention system

State whether you need flat, clipless or folding pedals. Specify spindle thread and handedness against the target crank, body material, platform dimensions, grip pins, bearing construction, seals and finish. For clipless pedals, name the intended cleat system and agree release behaviour using an approved sample. For folding pedals, agree how the latch holds and releases.

Ask for test records matching the actual spindle, body and bearing assembly, plus fitting instructions and batch identification. Separately sold components remain subject to general product safety obligations. If your pedals are intended for assembled bicycles, agree the reflector arrangement and confirm the applicable pedal reflector requirements with the relevant authority.

Worked duty example

Illustrative example, not a quote: Illustrative order: 300 pairs of replacement flat pedals under 8714 96 10 90, invoiced at £1,500 free on board, with £300 of freight and insurance to the UK. The customs value is £1,800. Duty at 4% is £72. Import VAT at 20% is charged on the customs value plus duty, £1,872, so it is £374.40. Import taxes total £446.40; a VAT-registered importer can usually reclaim the VAT, so the lasting cost is the £72 of duty. The import duty and VAT guide explains each step.

Inspection checklist

Fit: check threads with the agreed crank or gauge, confirm handedness and compare spindle shoulders with the approved drawing.

Movement: turn each sampled pedal, check roughness and side play, and inspect seals and bearing retention.

Grip and release: check pin security, cleat engagement and release, or folding-latch retention against the approved sample.

Packing: check matched pairs, finish damage, agreed reflectors and fitting instructions; match batch identification to the packing list.

What goes wrong

A pedal can resemble the approved sample while using a different spindle, bearing or seal. Wrong handedness can damage a crank during installation; loose pins, rough bearings and inconsistent cleat release can make stock unsuitable for sale. Freeze the approved construction and record any supplier changes.

Check arrival samples against the retained sample before releasing stock. Where a safety concern appears, hold the affected batch while you investigate. Use quality inspection explained to agree what the inspection report should record.
