Bagpipe duty and material controls

Read from the UK Trade Tariff on 30 September 2026, heading 9205 covers wind musical instruments, including bagpipes. Complete bagpipes fall within other wind instruments, code 9205 90 90 00. The table shows bagpipe variants sharing this tariff line, rather than separate tariff subdivisions. See the wider wind instrument guide.

The recorded China duty is 2%, with no anti-dumping or countervailing measure and no suspension shown. The tariff attaches ivory, CITES and cat-and-dog-fur import controls. Ivory dealing is subject to a ban; specify non-ivory mounts and ask your broker to confirm exemption eligibility and documentation for any ivory. Bagpipes containing cat or dog fur cannot be imported. Check the material of covers and decorative trim.

CITES-listed materials may need permits. Identify wood and animal species and ask your customs broker to confirm permits or applicable exemptions before shipping from China. Confirm the commodity code against the complete instrument and its materials. Separately supplied reeds, other parts and cases need their own classification checks.

Specify the bag, chanter and drones

Specify the bagpipe tradition, mouth-blown or bellows-blown operation, intended pitch and tuning reference. Agree chanter bore and finger-hole layout, drone configuration, reed materials and compatible replacement reeds. Approve a playable sample with a bagpiper familiar with that instrument type.

Record the pipe material and wood species, bag material, stock attachments, blowpipe valve, joint wrapping, mounts, cover and case. Specify non-ivory decorative parts. Agree whether reeds arrive fitted and adjusted, and include assembly, tuning, cleaning and bag-care instructions.

Consumer instruments sold in Great Britain must be safe. Ask for material information for the mouthpiece, finishes and other contact surfaces, and inspect for sharp edges or loose components. Keep the playing specification separate from evidence of product safety.

Worked duty example

Illustrative example, not a quote: 12 complete bagpipes; illustrative order only under 9205 90 90 00, invoiced at £3,600 free on board, with £900 of freight and insurance to the UK. The customs value is £4,500. Duty at 2% is £90. Import VAT at 20% is charged on the customs value plus duty, £4,590, so it is £918. Import taxes total £1,008; a VAT-registered importer can usually reclaim the VAT, so the lasting cost is the £90 of duty. The import duty and VAT guide explains each step.

Inspection checklist

Air seal: inflate the bag and check seams, stock attachments and the blowpipe valve for leaks; test bellows connections where fitted.

Playing: have a bagpiper check chanter intonation, drone tuning, reed response and stability as playing pressure changes.

Fit and finish: check joints hold securely, tuning slides move and stay in position, bores are clear, and wooden pipes have no cracks.

Arrival and packing: check for moisture, mould, crushed reeds and loose mounts; compare the supplied reeds, cover and case with the approved sample.

What goes wrong

An attractive set can be difficult to play because the bag leaks, reeds demand excessive pressure or chanter and drones do not tune together. Loose joints, unstable drone reeds and poorly fitted valves can make the instrument unreliable even when its appearance matches the sample.

Wood can crack and damp packing can leave bags or covers mouldy. Replacing the approved reeds or bag material can change how the instrument plays. Record the accepted set-up, check it before dispatch and repeat the checks on arrival. Use the quality inspection guide to brief the inspector.
