Sourcing Ammonium Polyphosphate from China

Ammonium polyphosphate entered as other polyphosphates from China pays 4% UK duty, with no suspension or trade remedy shown for that line. Great Britain chemical suppliers must address classification, labelling and packaging duties. Agree the powder grade and test it in your formulation. Cambridge China Bridge sources ammonium polyphosphate.

Duty on ammonium polyphosphate

Read from the UK Trade Tariff on 5 November 2026, heading 2835 covers phosphinates, phosphonates, phosphates and polyphosphates. The other-polyphosphates line, 2835 39 00 00, carries 4% duty for goods from China, with no anti-dumping or countervailing duty and no suspension shown. The table repeats this line for different buying applications; these are not separate tariff subdivisions.

The tariff attaches an import waste control and an export waste control to this line. For waste imports into England under notification controls, the exporter must apply for consent to the competent authority in the dispatch country. For a shipment from China, ask your customs broker to confirm whether the material is waste and which requirements apply before dispatch.

Use the chemical identity, composition, grade and intended use to confirm the commodity code, particularly for coated powders or formulated blends. See phosphates and STPP for the wider heading.

Specify the powder for your formulation

State whether you want uncoated ammonium polyphosphate or a surface-treated grade. Agree phosphorus and nitrogen content, moisture, particle-size distribution, water solubility, crystal phase and the test methods. For treated material, ask for the treatment chemistry and composition rather than accepting a supplier's grade name alone.

Trial the proposed batch in your actual coating or polymer formulation. Record dispersion, viscosity, processing behaviour and the finished material's performance against your agreed specification. A powder certificate alone does not demonstrate the performance of your finished product.

GB-based importers supplying the Great Britain market fall within the chemical classification, labelling and packaging regulation. Obtain the supplier's safety data sheet and have the classification, label and packaging reviewed before sale.

Worked duty example

Illustrative example, not a quote: Illustrative trial consignment of bagged ammonium polyphosphate under 2835 39 00 00, invoiced at £3,000 free on board, with £1,720 of freight and insurance to the UK. The customs value is £4,720. Duty at 4% is £188.80. Import VAT at 20% is charged on the customs value plus duty, £4,908.80, so it is £981.76. Import taxes total £1,170.56; a VAT-registered importer can usually reclaim the VAT, so the lasting cost is the £188.80 of duty. The import duty and VAT guide explains each step.

Inspection checklist

Identity: match the manufacturer's product name, treatment declaration and batch identifiers to the purchase specification and analysis certificate.

Analysis: compare phosphorus, nitrogen, moisture, solubility and particle-size results with the agreed limits and methods; retain samples for independent checks.

Condition: inspect bags for dampness, torn liners, contamination and hard lumps; sample across the consignment rather than relying on a showroom sample.

Application: compare the delivered batch with the approved trial in your formulation and record any change in dispersion, viscosity or processing.

What goes wrong

A replacement grade can have different solubility, particle size or surface treatment despite sharing the same product name. It may disperse poorly or change the formulation's viscosity. Require approval before the factory substitutes a grade, treatment or production source.

Moisture ingress can leave powder caked inside apparently intact bags. Agree lined packaging and dry loading conditions, photograph damage on arrival and hold suspect batches pending checks. Use quality inspection to connect packing checks with batch sampling.

Cambridge China Bridge sources these products for UK businesses, checking the factory and the documents before shipment. See factory verification. For repeat volumes, see container programmes.

Frequently asked questions

What is the UK import duty on ammonium polyphosphate from China?

The other-polyphosphates line, 2835 39 00 00, carries 4% duty in the supplied tariff snapshot, with no suspension, anti-dumping or countervailing duty shown.

Can I use the same code for coated ammonium polyphosphate?

Have your broker check the treatment chemistry and full composition. Do not assume that a coated powder or formulated blend has the same classification as uncoated material.

What should an ammonium polyphosphate certificate show?

Ask for batch identity, phosphorus and nitrogen content, moisture, particle size and water solubility, with the agreed test methods. Include crystal phase and treatment details where specified.

Does a powder test prove my coating's fire performance?

A powder analysis does not establish finished-coating performance. Test the actual formulation and substrate against the performance specification agreed for the application.
