Sourcing alloy-steel welding wire rod from China
Alloy-steel welding wire rod under heading 7227 has listed UK duty rates of 0% to 50% for China, plus 24.00% residual anti-dumping duty. Classify the hot-rolled feedstock by chemistry and coil form, and check steel quota availability before shipment. Cambridge China Bridge sources alloy-steel welding wire rod.

Duty on welding-wire feedstock
Read from the UK Trade Tariff on 29 September 2026, heading 7227 covers hot-rolled bars and rods of other alloy steel in irregularly wound coils. This guide concerns feedstock for manufacturing welding wire. Finished drawn wire needs a separate classification check. The table shows chemistry-based alternatives, not interchangeable welding grades. See the wider alloy steel wire rod guide.
The supplied China rates are 0% for high-speed and silico-manganese steel and 50% for the other lines. Every line records 24.00% residual anti-dumping duty. The 50% lines carry the steel measure; confirm quota availability with your broker. Quota relief does not remove anti-dumping duty, which cumulates with the steel duty outside quota. No countervailing duty, suspension or attached import control is recorded.
Confirm the commodity code from the full heat chemistry, hot-rolled condition and coil form. A welding-use description alone does not establish the code. Before budgeting for a lower producer-specific anti-dumping rate, ask your broker to verify the producer and invoice declaration. Use the import duty and VAT guide when checking the landed-cost calculation.
| Goods | Commodity code | Duty | Anti-dumping or countervailing duty on China |
|---|---|---|---|
| Hot-rolled silico-manganese steel rod in coils | 7227 20 00 00 | 0% | 24.00% residual anti-dumping |
| Boron alloy steel rod meeting the tariff composition definition | 7227 90 10 00 | 50% outside quota | 24.00% residual anti-dumping |
| Alloy rod meeting the listed carbon, chromium and molybdenum limits | 7227 90 50 00 | 50% outside quota | 24.00% residual anti-dumping |
| Other hot-rolled alloy steel rod in coils | 7227 90 95 00 | 50% outside quota | 24.00% residual anti-dumping |
Chemistry and drawability for welding-wire manufacture
Specify the intended finished welding wire, parent metals and welding process. Agree the feedstock chemistry, including alloying elements and limits for unwanted elements, rather than accepting a supplier's claimed equivalent grade. Record rod diameter, ovality, delivery condition, surface acceptance criteria and coil dimensions. Ask for heat-linked mill results and retain an agreed reference sample.
Trial descaling and drawing before accepting the production lot. Check breakage, surface defects and suitability for your subsequent coating or cleaning process. Assess the finished wire through agreed welding trials; feedstock chemistry alone does not establish weld performance. UK REACH generally applies to substances on their own, in mixtures or in articles. Review the material and intended use with a compliance adviser before import and supply.
Worked duty example
Illustrative example, not a quote: Illustrative order: 20 tonnes of silico-manganese alloy-steel welding wire rod; anti-dumping duty must also be included under 7227 20 00 00, invoiced at £18,000 free on board, with £2,000 of freight and insurance to the UK. The customs value is £20,000. Duty at 0% is £0. Import VAT at 20% is charged on the customs value plus duty, £20,000, so it is £4,000. With no duty, the only import tax is the VAT, which a VAT-registered importer can usually reclaim. The import duty and VAT guide explains each step.
Inspection checklist
Identity: match coil tags, heat numbers, packing lists and mill chemistry records; investigate mixed heats.
Dimensions: check rod diameter, ovality, coil dimensions and compatibility with your pay-off equipment.
Surface: inspect for seams, laps, heavy scale, rust and contamination; compare with the agreed acceptance sample.
Process trial: draw representative material and assess the resulting welding wire against the agreed welding trial criteria.

What goes wrong
A supplier may offer finished welding wire when the enquiry asks for hot-rolled rod, or substitute a steel with different alloy content. Either can undermine the classification and production plan. Only budgeting for ordinary duty also misses anti-dumping. Resolve the material identity and declaration basis before shipment.
Surface seams can open during drawing, tangled coils interrupt pay-off, and inconsistent chemistry can change the finished wire's welding behaviour. Keep each heat separate through storage and processing. Agree sample selection, rejection criteria and responsibility for failed trials, supported by factory verification.
Cambridge China Bridge sources these products for UK businesses, checking the factory and the documents before shipment. See factory verification. For repeat volumes, see container programmes.
Frequently asked questions
What is the UK import duty on alloy-steel welding wire rod from China?
The supplied heading lists 0% for high-speed and silico-manganese steel and 50% for other lines, plus 24.00% residual anti-dumping duty throughout. Confirm the chemistry-based code and quota availability.
Is welding wire rod the same as finished welding wire?
This guide covers hot-rolled feedstock in irregularly wound coils. Finished drawn welding wire needs a separate classification check. Specify which processing stage you are buying.
Does a steel quota remove anti-dumping duty?
No. Anti-dumping remains payable within the tariff-free quota and cumulates with the steel measure's duty outside quota. Ask your broker to confirm the declaration basis.
What should I test before accepting welding wire rod?
Verify heat chemistry, traceability, diameter, ovality and surface quality. Trial drawing, then assess the resulting finished wire in the intended welding process against agreed acceptance criteria.
