Sourcing tool steel wire rod from China

Tool steel wire rod from China has listed UK duty rates of 0% to 50%, plus 24.00% residual anti-dumping duty. Classify the hot-rolled coils by their chemistry, rather than the supplier's tool steel grade name, and check quota availability for steel-measure lines. Cambridge China Bridge sources tool steel wire rod.

Tool steel coil classification and UK duty

Read from the UK Trade Tariff on 29 September 2026, heading 7227 covers hot-rolled bars and rods of other alloy steel in irregularly wound coils. This guide concerns tool steel supplied in that form, rather than straight bars or finished drawn wire. See the alloy steel wire rod guide for the wider heading.

High-speed steel under 7227 10 00 00 lists 0% duty. The relevant other-alloy lines list 50% and are marked for the steel measure; ask your broker about quota availability. The extract lists 24.00% residual anti-dumping duty throughout, with no countervailing duty, suspension or attached import control recorded. Quota relief does not remove anti-dumping duty. Ask your customs broker to confirm the invoice and declaration requirements for any lower specified-exporter rate.

Confirm the commodity code from heat chemistry, processing history and coil form. The carbon-and-chromium line also limits molybdenum. The cold-work and hot-work entries share the other-alloy code only where no more specific line applies. A commercial grade name does not establish that classification. Use the duty and VAT guide to budget the complete import charges.

Chemistry, annealing and tool-making trials

Specify the intended tool and downstream process: drawing, forming, machining or heat treatment. Agree the steel grade and chemical limits, including the alloying elements relevant to that grade. Request heat-linked mill records rather than a generic grade datasheet. Record rod diameter, ovality, coil dimensions and weight so the material fits your processing and handling equipment.

Agree the delivery condition, including any soft annealing, and the hardness needed for your process. Specify surface seams, decarburisation, carbide distribution and cleanliness checks where tool performance depends on them. Trial representative material through your intended drawing and heat-treatment route before approving the batch. Ask factory verification to check the mill's relevant production and testing capability.

Worked duty example

Illustrative example, not a quote: Illustrative order: 20 tonnes of hot-rolled high-speed tool steel wire rod; include anti-dumping duty separately under 7227 10 00 00, invoiced at £18,000 free on board, with £2,000 of freight and insurance to the UK. The customs value is £20,000. Duty at 0% is £0. Import VAT at 20% is charged on the customs value plus duty, £20,000, so it is £4,000. With no duty, the only import tax is the VAT, which a VAT-registered importer can usually reclaim. The import duty and VAT guide explains each step.

Inspection checklist

Identity: match coil tags and heat numbers to the mill records and packing list; investigate mixed heats or missing traceability.

Dimensions: measure diameter and ovality at representative positions; check coil dimensions, winding and suitability for your pay-off equipment.

Material: verify chemistry and delivery hardness; inspect for seams, laps, rust and scale, with agreed laboratory checks for decarburisation and carbide condition.

Packing: inspect straps, moisture protection and handling damage. If wood packaging is used, a legible ISPM15 mark establishes compliance with that standard without phytosanitary or treatment certificates.

What goes wrong

A supplier may offer a nominally equivalent tool steel with different alloy content or annealing condition. It can draw poorly or respond differently to heat treatment. Surface seams can open during processing, while decarburisation can leave an unsatisfactory hardened surface. Agree measurable acceptance criteria and keep trial samples linked to the production heat.

Budgeting only the listed ordinary duty misses anti-dumping duty. Assuming quota relief removes both charges also understates cost. Have your broker verify the producer, declaration basis and quota position before shipment. Keep coils segregated by heat on arrival so a disputed batch can be identified before processing or resale.

Frequently asked questions

What is the UK import duty on tool steel wire rod from China?

The extract lists 0% for high-speed steel and 50% for relevant other-alloy lines, plus 24.00% residual anti-dumping duty. Check quota availability for steel-measure lines.

Can I classify tool steel wire rod using its grade name?

Use the mill chemistry, processing history and coil form. A tool steel grade name alone does not establish the tariff line; check the actual material with your customs broker.

What should I test before drawing tool steel wire rod?

Check chemistry, delivery hardness, diameter, ovality, seams and agreed decarburisation limits. Trial representative material through drawing and the intended heat treatment.

Do wooden coil supports need a treatment certificate?

Wood packaging with a legible ISPM15 mark meets that standard and does not need phytosanitary or treatment certificates. Check the packaging mark before dispatch.
