Acetylene and gas generators from China

Producer gas and water gas generators, such as biomass gasifiers, and acetylene gas generators from China pay 0% UK duty on both lines of heading 8405, the generators and their parts, with no anti-dumping duty. Acetylene plant falls under the Acetylene Safety (England and Wales and Scotland) Regulations 2014, and machinery and pressure rules apply to the rest.

Read from the UK Trade Tariff on 27 September 2026, heading 8405 covers producer gas or water gas generators, with or without their purifiers, and acetylene gas generators and similar water process gas generators, with or without their purifiers. Both lines, the generators (8405 10 00 00) and parts (8405 90 00 00), carried 0% on goods from China, with no anti-dumping measure.

Acetylene rules

The Acetylene Safety (England and Wales and Scotland) Regulations 2014 define compressed acetylene gas as acetylene at 0.62 bar(g) or more. They prohibit liquid and solid acetylene, and prohibit using, storing, transporting, importing or selling compressed acetylene gas except in the listed cases, which include use at no more than 1.5 bar(g) under Schedule 1 and cylinders that meet the carriage rules. Manufacturing compressed acetylene gas, compressing it and filling cylinders are relevant activities that need a licence under the Regulations.

Check with the Health and Safety Executive before buying acetylene plant, and make sure the generator's working pressure and safety devices fit the regulated limits.

Machinery and pressure rules

Gasifiers and generators placed on the UK market must meet the Supply of Machinery (Safety) Regulations 2008, and vessels and piping above the thresholds of the Pressure Equipment (Safety) Regulations 2016 need conformity assessment, so ask for the declarations and technical files.

Worked duty example

Suppose, purely for illustration, you import 2 biomass gasifier units with purifiers under 8405 10 00 00. At £96,000 free on board and £6,500 to ship and insure, the customs value is £102,500. With 0% duty on gas generators, the only charge is import VAT: 20% of £102,500, or £20,500. VAT-registered businesses usually recover that in their next return. Inspection checklist

Pressure parts: check vessel design and test certificates, relief valves, flame arrestors and non-return valves against the drawings.

Controls: check gas quality monitoring, interlocks, emergency shutdown and ventilation requirements in the manual.

Documents: check the machinery declaration, pressure equipment conformity, English instructions and spare parts list.

What goes wrong

Gas generator orders fail on safety devices, gas quality and documents. Flame arrestors or relief valves are missing or not certified, gasifier tar clogs the purifier, working pressure exceeds what the UK rules allow, and conformity documents do not match the delivered unit.
