Getting started

Do small sellers need product safety checks?

No. Selling only a few imported consumer products or qualifying for a tax allowance does not itself remove product safety duties. Check income tax, VAT registration and the requirements for your exact product separately before selling. For supplier checks and sourcing support, speak to Cambridge China Bridge.

Small sales do not establish a safety exemption

Official product safety guidance makes businesses importing or selling consumer products responsible for their safety and applicable labelling requirements. Manufacturers and importers must be able to demonstrate compliance before putting products on the market. Being below a tax threshold does not establish that your product is safe or exempt.

Treat a trial batch as a purchasing decision that still needs a safety review. Before ordering, write down the exact product, intended users, materials, functions and destination market. Avoid treating a supplier’s description of the order as a sample or hobby purchase as your compliance assessment.

Keep the trading allowance with your tax records

The £1,000 trading allowance concerns an individual’s trading income. Check combined gross trading income before expenses, eligibility and reporting exceptions. Our guide to hobby trading and craft-fair sales covers that decision in detail.

Keep the tax conclusion beside your income records, with a separate product safety review. An allowance calculation answers a tax question; it does not demonstrate product compliance. Ask HMRC or your accountant about your tax position and a product compliance adviser about the goods.

Check VAT registration and import VAT separately

For a UK-established business, compulsory VAT registration normally arises when total taxable turnover exceeds £90,000 over the last 12 months, or is expected to exceed £90,000 in the next 30 days. This measures taxable turnover, rather than profit or income after the trading allowance. Voluntary registration below the threshold is possible.

Not being VAT registered does not itself remove import VAT: a UK trader who is not registered still has to pay import VAT where due. Use importing when not VAT registered for that separate purchasing question. Before ordering, ask your accountant or customs agent how VAT will be handled for the shipment.

Identify the requirements for the exact product

Product sectors can have specific safety regulations, and their application differs between Great Britain and Northern Ireland. Start by confirming where you will sell and which product category applies. Ask the adviser to identify the applicable requirements and assessment route using your specification, photographs and intended use.

Ask which reports, declarations, markings, labels and instructions are needed for that product, then match the evidence to the ordered model and configuration. Use our guide to UKCA, CE and ISO for the distinctions between markings, management certificates and test reports.

Make a documented decision before selling

Prepare a release checklist containing the product specification, applicable requirements, supporting evidence, approved labels and instructions, supplier details and unresolved questions. Use the product specification guide to make factory requirements checkable. As a purchasing control, hold the launch while a safety question remains unresolved.

Keep complaints and batch information accessible after launch. Importers remain responsible for product safety after placing goods on the market and must report identified safety risks to their local Trading Standards service. Cambridge China Bridge’s staff in China can help check suppliers and match factory documents to the goods; agree any specialist review needed before ordering.

Frequently asked questions

Can I sell a few imported items without safety checks?

Small sales do not themselves establish an exemption. For imported consumer products, demonstrate compliance with the applicable safety requirements before putting them on the market.

Does earning under £1,000 remove product safety duties?

No. The trading allowance concerns tax on trading income, subject to eligibility and reporting exceptions. It does not demonstrate that an imported product meets safety requirements.

Does being below the VAT threshold avoid import VAT?

No. VAT registration and import VAT are separate questions. A UK trader who is not VAT registered still has to pay import VAT where due.

What should I ask the factory before my first sale?

Ask for evidence matching the exact model, materials and configuration, plus proposed labels and instructions. Have the applicable requirements identified before deciding whether that evidence is sufficient.
