Shipment held for wood packaging: what should I do?
Stop collection and obtain the full statutory notice. Confirm what is held, the deadline and the remedial action with the issuing inspector. Arrange treatment, replacement or disposal only within the authority's written instructions, and obtain release confirmation before delivery. Share the notice and factory packing records with Cambridge China Bridge.

Read the notice before booking any work
For a shipment held in England, Scotland or Wales, read the full notice rather than relying on a forwarder's summary. Official guidance says a statutory notice prevents removal of the consignment until remedial action is taken and any tests are complete. For a Northern Ireland arrival, ask the issuing authority to confirm the applicable process.
Identify the recipient, shipment reference, affected material, location, required action and deadline. Ask the named inspector to clarify whether the hold covers the entire consignment or specified packaging, and whether diagnostic results are outstanding. If the wording is unclear, request written clarification before instructing a contractor.
Put the movement hold into everyone's instructions
Send the notice to the forwarder, terminal, warehouse and haulier. Ask them to acknowledge a collection hold against the shipment reference. Tell them to refer proposed unloading, unpacking, repacking or movement to the inspector before proceeding. Keep the packaging identifiable and ask how it should be contained while awaiting instructions.
If work needs another location, ask the authority to confirm the permitted destination, transport arrangements and handling conditions in writing. Treat a contractor's collection offer as a proposal requiring confirmation. Ask the broker to check customs status separately, and avoid treating a customs message as evidence that the plant-health hold has ended.
Agree the remedy before appointing a contractor
The Forestry Commission describes re-treatment, re-export or destruction as possible responses to a problem. These are possible outcomes, not a menu for the buyer to choose independently. Send the inspector a proposed method, contractor and location, and ask for written confirmation that they match the notice.
For treatment, ask which specification, provider authorisation and completion evidence the inspector will accept. For replacement, ask whether the goods can be separated, what replacement packaging is acceptable and how the rejected wood must be handled. For disposal, agree the method, destination and evidence before collection. Do not assume replacing a pallet resolves the status of the removed wood.
Record completion and confirm release
Keep the notice, written instructions, photographs, contractor records and any treatment or disposal evidence together under the shipment reference. Before work starts, ask whether the inspector needs to attend, inspect afterwards or await test results. Request written confirmation of what remains outstanding after the contractor finishes.
Ask the issuing authority to confirm release before rescheduling delivery. Get the forwarder to reconcile the plant-health position, customs position and terminal collection status. Request itemised handling and storage quotations while the shipment is held; use demurrage, detention and storage charges to organise the commercial discussion.

Preserve the supplier evidence and prevent recurrence
Ask the factory for packing photographs, packaging supplier details and treatment records linked to the shipment. Certification cannot replace the required packaging mark. Use the inspector's recorded findings when asking the supplier to explain the failure, rather than accepting an unrelated certificate or a promise to stamp the wood later.
Compare the findings with your agreed packing instructions and preserve invoices for remedial work and delay costs before discussing reimbursement. For future dispatch checks, use checking wood packaging on China imports and checking wooden packing marks before shipment. Cambridge China Bridge's staff in China can help gather factory records and coordinate revised packing instructions.
Frequently asked questions
Can I move the held shipment to my warehouse?
Do not arrange collection on your own. Send the inspector the proposed destination and transport plan, and obtain written confirmation of any permitted movement under the notice.
Can I replace the rejected pallets myself?
Ask the inspector to approve separation, replacement packaging and handling of the rejected wood before booking work. Repacking alone does not establish that the held shipment is released.
Will a factory treatment certificate release my shipment?
Certification cannot substitute for the required packaging mark. Send the records to the inspector and ask what remedial action and release evidence are needed.
What if I cannot meet the notice deadline?
Contact the issuing inspector before the deadline. Explain the obstacle, propose a workable plan and request written confirmation of any revised instructions or deadline. Do not assume an extension.
