Qualifying a second supplier in China for a UK procurement team

A second supplier is useful only after it can make the same approved specification, pass the buyer's evidence and pilot gates, and remain available for repeat orders. A second quotation is still only a candidate.

Decide which dependency you are removing

A second factory in the same country can reduce exposure to one site, owner or production line. It does not remove a shared port, region, critical component or country risk. A supplier in another country can diversify geography but may still buy the same Chinese components. Map the incumbent and candidate through critical inputs and subcontractors before claiming independence.

The UK Department for Business and Trade treats diversification as one of several resilience options and says data and supply-chain visibility should underpin the choice. The National Protective Security Authority likewise asks buyers to map supplier locations and upstream inputs. Give candidates the incumbent's approved standard

Begin with the exact drawing revision, bill of materials, approved sample, critical-to-quality features, test method, defect limits, forecast and required delivery cadence. Say which materials and processes cannot change without written approval. Remove the incumbent's confidential know-how only where you have the right to share it; settle tooling ownership and access before asking a new site to reproduce a bespoke part.

Do not ask three factories for their best price against three different specifications. First compare whether each can make the same product. Record any proposed substitute as a deviation for the buyer's engineering and quality teams, not as an invisible saving. The specification guide covers a small buyer's version of this discipline.

Use approval gates, not a supplier list

A workable sequence is registration and ownership checks; capability and capacity review; on-site process and subcontractor review where proportionate; sample and document review; a pilot order; then the buyer's formal release for repeat supply. Define the approval gate and evidence owner at each stage. A factory audit can test systems, but it does not prove a particular batch meets the incumbent standard; inspect the pilot against an agreed plan.

For regulated goods, require test reports, declarations and traceability for the actual configuration and batch. For a larger buyer's own supplier code, ask early about labour, environmental, information-security and modern-slavery evidence relevant to the category; do not claim a certificate or questionnaire alone proves the supply chain is clean. UK government guidance notes that smaller suppliers may be asked by larger customers for their approach to modern-slavery risk.

Run a pilot order and measure the difference

A pilot order should use the approved specification and a real production process, not a showroom sample. Agree who signs off sample, first article if relevant, inspection result, corrective action and shipment. Compare yield, rework, on-time delivery, delivered cost and support against the incumbent; record what remains unproven after one run.

Keep the incumbent operating while the candidate is tested unless the buyer has deliberately accepted a transition risk. If the pilot passes, agree capacity reservation, change control, spare parts or tooling access and a schedule of repeat orders. An established UK procurement team can start with the product family, incumbent geography, risk to remove, annual volume range, technical owner, target pilot window and the evidence gate it needs. State whether the search is China-only or cross-country, and which specifications can be shared at first contact. This is a way to frame an enquiry, not a claim that Cambridge China Bridge is already on a buyer's approved vendor list or can take responsibility for its internal approval decision. The buyer retains its own engineering, procurement and compliance sign-off.

Frequently asked questions

Is a second factory in China the same as China Plus One?

No. It can reduce dependence on one factory but may share country, region, port or input risks. China Plus One adds another country; neither route proves upstream independence without mapping inputs.

When is a second supplier qualified?

When it has passed the buyer's defined technical, compliance and commercial approval gates and a real pilot order against the incumbent standard. A quote or sample alone is not qualification.

Can a sourcing agent approve a supplier for our company?

An agent can support discovery, verification and pilot evidence within an agreed scope. Your engineering, quality, procurement and compliance owners still decide whether to add the supplier to your approved list.

What should we send first if the drawings are confidential?

Start with the product family, risk to remove, volume range, required process and approval timeline. Agree confidentiality and rights to share drawings and tooling information before transferring detailed files.
