Importing smart cameras for schools: what to check

Buying solely for school use does not itself remove a consumer-model smart camera from PSTI scope. Check whether identical cameras are offered to UK consumers, establish who imports the goods, and agree security evidence and school acceptance checks before ordering. Cambridge China Bridge can coordinate supplier checks through its own staff in China.

Check the model, not just the purchaser

The Act’s explanatory notes describe a business-only camera sale where another distributor offers an identical make and model to UK consumers. That camera is still treated as a UK consumer connectable product. A school purchase order or a supplier’s business-only sales policy therefore does not, by itself, establish an exemption.

Ask the supplier to identify the exact make, model and configuration, and retain evidence of any UK consumer offering. If it claims the camera is outside scope, request its written reasoning before committing. Use our general PSTI guide for the wider scope and document requirements.

Identify the importing party

The official guidance includes within the regime a person who imports the product into the UK from abroad and is not its manufacturer. A school importing directly should therefore assess its importer responsibilities, even where the cameras are intended solely for its own premises.

Record whether the school, a UK supplier or another named organisation imports the cameras. Ask that party to explain its compliance arrangements. Assign responsibility for collecting documents, resolving discrepancies and authorising shipment; do not assume a freight booking or a factory inspection answers these questions.

Request evidence tied to the delivered camera

Before ordering, request the manufacturer’s statement of compliance, published security update support information and vulnerability reporting information. Ask for evidence of password behaviour on the actual sample. Our statement of compliance checklist explains the document review without repeating it here.

Match the evidence to the camera label, hardware configuration, firmware and companion application intended for delivery. Ask who maintains each part and handles security reports. Retain dated copies of the supplier’s answers and agree that proposed substitutions need approval. A report for a different configuration does not resolve the school’s acceptance questions.

Give the school a separate acceptance decision

Make school acceptance a written purchasing condition. Nominate a procurement owner to check the agreed documents and a technical owner to test installation, administrator access, password changes, updates, account removal and recovery after reset. Run the trial on an isolated test network using staged footage.

Ask where recordings go, whether remote supplier access can be disabled, and whether the camera works when the internet connection is unavailable. Have the school’s privacy lead review the proposed recording arrangements before live use. Our camera sourcing guide helps specify the equipment; record school-specific acceptance separately.

Agree release and support responsibilities

Distinguish the supplier evidence review, shipment approval and school installation approval in the purchase specification. Record unresolved issues, who must correct them and what evidence will close them. Have inspections check delivered identity and agreed functions, while the school’s technical owner approves suitability for its network.

Keep a handover pack with the accepted configuration, compliance statement, support information, test results and named contacts. Agree who monitors update announcements and who decides when to suspend use or replace the equipment. Cambridge China Bridge’s staff in China can coordinate supplier evidence and agreed checks for the school’s review.

Frequently asked questions

Are smart cameras exempt from PSTI if a school buys them?

School-only use is not itself an exemption. The explanatory notes show that a business-only camera sale can remain in scope when an identical model is offered to UK consumers.

Does a business-only camera supplier avoid PSTI?

Its sales policy alone does not establish that. Check whether identical cameras are or have been made available to UK consumers and request written scope reasoning.

What security evidence should a school request?

Request the manufacturer’s compliance statement, published update support and security reporting information, plus sample evidence matching the delivered camera, firmware and application.

Who should approve a school camera before installation?

Agree named procurement and technical owners. Check documents before shipment, then test access, updates, recording arrangements and network behaviour before approving live use.
