Do safety reports cover blanks decorated in the UK?

A factory report can support the blank, but does not automatically cover your finished decorated item. Record the materials and process changes, assess affected hazards and ask a competent reviewer which evidence remains usable and what further checks are needed before sale. Factory documents can be gathered with help from Cambridge China Bridge.

Separate the blank from the finished item

Treat the blank and the decorated item as separate evidence references. Match the factory report to the incoming model, material, coating and tested sample using our test report verification guide. Then identify exactly what the UK decorator adds, removes or exposes. A report showing an undecorated mug cannot, by itself, answer questions about the ink you later apply.

For consumer products covered by general product safety rules in Great Britain, only safe products should be supplied. Confirm with your local Trading Standards service whether your modifications bring manufacturer duties: see own-brand manufacturer responsibilities. This guide focuses on the practical change review. Identify the intended market first and obtain separate advice for Northern Ireland or overseas sales.

Create a decoration change record

Record the blank supplier, model and incoming batch; the decorator and processing date; artwork revision; and the finished variant. Attach photographs showing the decoration location and coverage. Identify inks, transfers, adhesives, coatings and embellishments by supplier, product reference and batch. Record engraving location and depth, surface preparation, curing settings and cleaning methods where relevant.

Keep material specifications, available SDS documents and the decorator's actual production settings with the record. An SDS helps identify a chemical mixture; it does not establish the safety of the finished article. Link the physical proof to the production process. Use our artwork approval guide for proof approval, while recording safety review separately.

Map changes to possible hazards

Compare the finished item with the tested blank under intended use and foreseeable misuse. Consider who handles it, contact with skin, mouths or food, cleaning, heat and wear. Use the examples below to brief the reviewer, rather than treating them as a universal test list.

Record each affected hazard, the existing evidence, the remaining uncertainty and the proposed check. Explain why apparently unaffected evidence still applies. For kitchenware, use our food-contact evidence guide alongside a review of the actual decoration, its location and the proposed conditions of use.

Agree the evidence needed for the finished item

Send a competent laboratory or product safety specialist the original reports, change record, intended users, sales claims and finished samples. Ask for a written gap review: which results remain relevant, why they apply, which hazards need further assessment and which tests or documents would resolve the gaps. Ask the reviewer to identify the applicable product rules and relevant test methods.

Further evidence may involve a documented assessment, targeted testing or a broader finished-product test programme. Agree the scope before commissioning work. Ask how samples represent different colours, coverage, locations and processing settings, including the most demanding combinations. Record the limits of any grouping decision. A passing result for a named sample is not a reason to accept unreviewed variants.

Release a defined version and control later changes

Before sale, assemble the original reports, change assessment, supplementary results, finished photographs and approved labels and instructions. Record the final evidence conclusion, who reviewed it and which finished variants and batches it covers. Keep stock awaiting unresolved checks separate from stock approved for release. Check that decoration has not obscured identification or safety information.

Connect each finished batch to its incoming blank batch and decoration materials. Retain an approved sample and records under your control. Agree renewed review when the blank, coating, ink, supplier, artwork coverage or process changes. Cambridge China Bridge's staff in China can help obtain the blank factory's specifications and reports; arrange the UK decorator's process records directly.

Frequently asked questions

Can I use the factory's safety report after printing?

Use it as supporting evidence for the matching blank. Review the added materials and process, then document which results still apply and what evidence the finished item needs.

Does every personalised design need fresh testing?

Ask a competent reviewer whether variants can share evidence. Record the materials, coverage, location and processing limits covered by that decision, and review designs outside those limits.

Is an ink SDS enough to prove my printed mug is safe?

No. It describes the chemical mixture, rather than establishing finished-mug safety. Provide the ink details, curing process, decoration location and intended use for a finished-item assessment.

What records should my UK engraver give me?

Request the blank and finished batch references, artwork revision, engraving location and depth, process settings, cleaning details and photographs. Connect them to the evidence review and release decision.
