How to report warehouse packaging waste for EPR
For large-producer EPR reporting, treat warehouse collections and delivery backhauls as self-managed organisation waste where applicable. Record material weights and collection locations, separating transfers from collection totals. Check England’s conditional enforcement relief before filing. Ask Cambridge China Bridge for factory packaging weight records.

Start with the waste route
This guide covers large-producer waste reporting. Use our UK packaging EPR guide for importer responsibilities. Self-managed organisation waste includes packaging you collect through return delivery routes and packaging you arrange to have removed by a private contractor.
Map unpacking, despatch and return collections separately. Ask your warehouse and haulier where each load originated, what it contained and where it went. Keep packaging waste separate from damaged goods and general rubbish in your working records.
Check the current England reporting position
England’s Environment Agency has a regulatory position statement covering self-managed organisation waste data. It does not remove the legal requirement, but the Agency will not normally enforce the covered requirements where its conditions are met, including avoiding environmental pollution or harm to human health.
Check the statement before relying on it and confirm applicability with your compliance scheme or regulator. It does not cover other packaging data obligations. For operations in Scotland, Wales or Northern Ireland, ask the relevant regulator about its current position.
Build weights that you can trace
Where you report organisation waste, enter the total weight of each material in kilograms using whole numbers. Keep your underlying measurements separately so the submitted totals can be traced back to collection records.
Ask the contractor for material-separated weights, collection dates, site names and load references. Check whether a ticket includes non-packaging waste, moisture or the container itself. Factory component weights help reconcile incoming packaging with warehouse waste; our packaging sourcing guide explains the specification work.
Separate collections from transfers
The reporting file requires material totals and separate transfer rows. For a collection row, identify the UK nation of collection and leave the destination blank. For a transfer between UK nations, identify both nations. The packaging activity field is left blank for this waste type.
Keep the full collected weight in the collection total: transferred waste remains part of that total. Link the transfer record to the original collection in your working ledger so a warehouse move does not become an additional collection.

Keep the waste record beside the supply record
Keep an incoming-packaging register beside your waste ledger and investigate differences, rather than expecting the totals to match automatically. Packaging may remain around stock or leave with customers. Ask Cambridge China Bridge’s staff in China to obtain component weights and flag packaging changes before shipment.
Keep Plastic Packaging Tax calculations separate from this waste report. Before submission, have your reporting owner review the waste category, material totals, UK nation transfers and any reliance on England’s enforcement relief.
Frequently asked questions
Does delivery backhaul packaging count as organisation waste?
Yes. GOV.UK includes packaging waste collected through return delivery routes within self-managed organisation waste. Check the current reporting position before filing.
Does a private waste contractor count as self-managed?
Yes. The organisation-waste guidance includes packaging waste you arrange to have removed by a private contractor. Ask for material weights and collection records.
Do I subtract waste transferred to another UK nation?
No. Keep it within the collection total and report the transfer separately. The reporting system works out the difference.
Has England removed the organisation-waste reporting duty?
No. The Environment Agency’s statement provides conditional enforcement relief, rather than removing the legal requirement. Check its scope and conditions before relying on it.
