Postponed VAT for overseas businesses’ UK stock

A business without a UK establishment can use postponed import VAT accounting if registered for UK VAT and eligible. Give the broker written permission before declaration and instruct it to enter your business as consignee. Recovery still depends on ownership, business use and evidence. Coordinate the sourcing paperwork with Cambridge China Bridge.

Set up UK VAT registration before clearance

Your business must be UK VAT-registered to use postponed accounting. For a business without a UK establishment, the registration threshold does not apply to taxable UK supplies. HMRC provides an online registration route. Ask your tax adviser to check your intended sales, including any marketplace arrangements, before booking clearance.

Give the broker your registered business details and VAT number. Our import VAT guide explains the general accounting method; this guide focuses on the overseas business’s warehouse-stock handoff.

Send written permission to the declaring broker

HMRC requires someone to deal with customs and complete the declaration for a business without a UK establishment. The broker must have written confirmation to use postponed accounting before proceeding. For imports into Great Britain, ask your customs broker to confirm the appropriate representation route; see who is the importer of record.

Suggested instruction: “We authorise postponed import VAT accounting for the attached shipment. Select it on the declaration, enter our business as consignee and include our UK VAT registration number. Please confirm receipt before submitting.” Add the shipment reference and agreed business details. If the supplier appoints the broker, ask it to pass the instruction through and obtain acknowledgement.

Separate consignee identity from warehouse delivery

HMRC specifically requires the non-established business’s details as consignee when it chooses postponed accounting. Send the broker your business identity separately from the warehouse delivery address. Ask to review how both will appear, rather than sending only the warehouse’s receiving details.

Compare the proposed entry with your instruction, invoice and delivery booking. Check the VAT number belongs to your business. The UK customs clearance guide covers the wider declaration paperwork.

Check recovery separately from postponement

Postponed accounting changes when import VAT is accounted for; normal input-tax recovery rules still apply. The goods must be for your business, you must have the right to dispose of them, usually as owner, and your VAT registration number must be on the declaration. Recovery also depends on eligible use and acceptable evidence.

Keep the purchase contract, invoice, ownership terms and warehouse receipt together. Ask your accountant to confirm the recoverable amount rather than assuming everything declared is deductible. Reconcile the monthly postponed import VAT statement with the shipment file before preparing the return.

Agree the declaration choice before submission

HMRC says you cannot change the import VAT accounting choice on the declaration once submitted. Ask the broker to confirm the choice and consignee details before filing. Keep its acknowledgement with the shipment records.

Clarify whether the destination is ordinary storage or a customs warehouse. For goods entered into customs warehousing, HMRC allows postponed accounting to be selected on the declaration removing them into free circulation. Do not use a delivery address as a substitute for agreeing the customs procedure.

Frequently asked questions

Can an overseas company use postponed import VAT?

Yes, if it is UK VAT-registered and meets the conditions. Its broker needs written permission before declaration and must enter the business’s details as consignee.

Can I use my UK warehouse’s VAT number?

Your VAT registration number must be included for your postponed accounting. Send your business details separately from the warehouse delivery information.

Does postponed accounting guarantee VAT recovery?

No. Normal recovery rules still apply, including ownership, eligible business use and acceptable evidence. Ask your accountant to confirm the deductible amount.

Can the broker switch to postponed VAT after filing?

HMRC says the accounting choice cannot be changed on the declaration once submitted. Confirm the choice in writing before the broker files.
