Can I modify temporarily imported equipment?
Routine maintenance and repairs to preserve equipment’s condition are allowed under temporary admission. Processing needs a different customs route: arrange inward processing authorisation and the change of procedure before starting further work. Prepare the factory’s work scope with Cambridge China Bridge.

Start with the work, not its label
HMRC allows routine maintenance and repairs that preserve the condition of temporarily admitted goods. It also says goods cannot be imported under temporary admission for processing. Calling a job servicing does not settle which treatment applies.
Ask the Chinese factory and British workshop for a written scope describing the fault, proposed work, replacement parts and intended result. Compare the machine’s condition and function before and after the work. This guide addresses that decision; our customs procedure codes guide explains the declaration terminology.
Separate preservation from a proposed upgrade
For maintenance, explain how the work preserves the equipment’s existing condition. Keep photographs, the engineer’s diagnosis and a record of parts fitted. These help your customs agent assess the work against HMRC’s maintenance guidance.
Flag a proposed capacity increase, conversion to another function or substantial rebuild for review before commissioning it. These are practical warning signs, rather than a definitive customs classification. Ask your agent to confirm the appropriate procedure against the actual work scope.
Distinguish working on the machine from using it
Be explicit about what will be processed: the imported machine itself, imported components, or materials fed through the machine. A maintenance question about the machine and a customs question about the materials need separate descriptions.
Before moving from demonstrations to production, ask your customs agent to check the intended use against the machine’s temporary admission authorisation. Do not assume that inward processing for materials settles the machine’s position. See inward processing for Chinese materials and components for that separate workflow.
Arrange the change before further work
Ask your customs agent to confirm whether the equipment can move from temporary admission into inward processing. You must have authorisation before using inward processing to process or repair goods. Ask your customs agent to arrange the appropriate declaration and confirm the change before the workshop starts.
Send the agent the original declaration, temporary admission authorisation, equipment serial details, work scope, workshop address and intended destination afterwards. Ask for written confirmation identifying the goods and the procedure used. Keep it with the workshop instruction.

Agree what happens after the work
For authorised inward processing, HMRC says the procedure can delay or reduce import duties or VAT on goods processed or repaired. Ask your customs agent to confirm the treatment of qualifying imported goods subsequently re-exported. If temporarily admitted equipment is instead released to free circulation, the duty and import VAT suspended at import become payable.
Agree whether the equipment will return overseas or remain in Britain before approving the work. Keep the factory correspondence, work report and customs paperwork together. For continuing technical support, use our guide to appointing a UK machinery service partner. Cambridge China Bridge’s staff in China can help obtain the factory’s technical description and proposed parts list.
Frequently asked questions
Can I repair machinery under temporary admission?
HMRC permits routine maintenance and repairs to preserve its condition. Give your customs agent the diagnosis and work scope before treating a wider rebuild or upgrade as maintenance.
Can I upgrade a temporarily imported machine?
Do not assume an upgrade is maintenance. Ask your customs agent to assess the proposed changes and arrange inward processing where appropriate before work starts.
Must I export the machine before changing procedure?
Ask your agent to confirm whether your goods can move from temporary admission into inward processing, and to arrange the authorisation and declaration before processing.
Can I use demo equipment for production?
Ask your agent to check the proposed production use against the equipment’s authorisation. Describe the machine and any materials being processed separately.
