Can packaging returns reduce my EPR disposal fee?
Yes, qualifying self-managed consumer waste can reduce your EPR disposal fee against packaging of the same material. Collection alone is insufficient: you need evidence of completed recycling in the reporting period. Cambridge China Bridge can help obtain packaging specifications from your Chinese factory.

Check the waste route before promising a saving
Self-managed waste means taking direct responsibility rather than relying on local-authority collection. Qualifying consumer waste offsets household and commonly binned packaging of the same material. Start with our importer EPR guide for your wider obligations; assess the take-back arrangement separately.
Identify qualifying consumer returns
The qualifying routes are packaging not commonly collected by local authorities, reusable packaging that has already been reused, and qualifying closed-loop waste. Check the official collection list for the relevant reporting year. Ordinary consumer returns of commonly collected packaging fall under organisation waste unless another qualifying route applies. Ask your reporting adviser to confirm the classification before commissioning collections.
Closed-loop has a specific meaning
This route covers food-grade plastic household packaging collected by, or for, the producer that supplied it. Keep it separate from other waste during collection and transport. It must go to a single accredited reprocessor or exporter and be recycled into food-grade plastic material or articles. Only packaging supplied filled on or after 1 January 2024 qualifies.
Report the recycled weight, with supporting evidence
Report consumer waste by material and weight in kilograms, with accredited reprocessor or exporter evidence of recycling completed in the reporting period. Combine the not-commonly-collected and reused-packaging routes; report closed-loop separately. Closed-loop data for 2024 or 2025 uses an amended consumer-waste figure; from 2026 it uses a separate reporting process. Registration and an additional fee are required for closed-loop reporting. Use our reporting-file guide alongside these conditions.

Build an evidence trail and compare the costs
Ask for collection records, material weights, batch references and a recycler statement linking the batch to its completed recycling date and output. Reconcile collected, rejected and recycled quantities before approving the report. Compare the expected fee saving with collection, sorting, recycling, administration and any closed-loop registration charge. For new orders, use our packaging sourcing guide to agree component specifications with the factory; those documents support identification, while the recycler supplies completion evidence.
Frequently asked questions
Does collecting customers’ packaging automatically reduce EPR fees?
No. It must qualify as self-managed consumer waste and have been recycled, with the required evidence. A collection receipt alone does not establish completed recycling.
Can returned reusable packaging qualify?
Yes, if it has already been reused and is then recycled with the required evidence. Returning packaging for further use is not itself completed recycling.
Can recycled plastic offset my cardboard packaging?
No. The consumer-waste offset applies against reported household and commonly binned packaging of the same material.
Is closed-loop reporting free?
No. It requires registration and an additional registration fee. Include that charge when comparing the likely disposal fee saving with the cost of the collection and recycling arrangement.
