Import VAT on child car seats and travel systems
Qualifying child car seats imported from China attract 5% UK VAT. Travel-system treatment depends on the supplied configuration, while separately bought accessories need their own assessment. Keep model and shipment evidence to challenge an incorrect charge. Factory paperwork can be gathered by Cambridge China Bridge.

Check the seat before applying the reduced rate
Imported goods are normally charged at the same VAT rate as equivalent UK supplies. Qualifying children’s car seats attract 5% VAT. HMRC describes a safety seat as designed for an infant or small child to sit in a road vehicle. Ask the factory for the model description, instructions and photographs showing its restraint arrangements.
Give that information to your customs agent before dispatch and ask them to confirm eligibility for the actual product. Keep the safety assessment alongside the tax assessment. Our child car-seat safety guide covers approval evidence and vehicle fit.
Identify what the travel system contains
HMRC lists children’s safety seats supplied with a bare wheeled framework at 5% VAT, while prams and pushchairs are standard-rated. Do not rely on the supplier’s description of a bundle as a travel system to decide the treatment of every component.
Request a component list and photographs showing the safety seat, frame, any separate pram or pushchair seat, and how they attach. Ask the agent to assess the exact combination and explain any split treatment. Obtain component values from the supplier rather than inventing a split after the charge arrives.
Assess separately purchased accessories
A separately purchased accessory does not automatically take the seat’s VAT rate. The standard treatment is 20% unless the item qualifies for reduced or zero-rating. Ask the agent to assess separately ordered covers, rain covers, adapters and replacement parts by their own description and purpose.
Describe a separately ordered seat base clearly and ask the agent to check its eligibility rather than grouping it with ordinary accessories. Keep its model, attachment details and compatible seat information together. Show separate purchases clearly on the invoice and packing list.
Build evidence for the disputed charge
Request the customs declaration and a breakdown separating import VAT, duty and the carrier’s fee. Retain the invoice, order confirmation, payment evidence, product instructions, model photographs and component list. Compare the declared description with the goods actually supplied.
Send the agent a short explanation identifying the disputed item, the proposed VAT treatment and the supporting HMRC guidance. For a travel system, show the supplied configuration and component values. Ask for a corrected calculation and written response. Cambridge China Bridge’s own staff in China can help collect matching factory paperwork.

Use the appropriate correction route
For a VAT-registered business, use our overcharged import VAT guide with your accountant. Confirm with HMRC or your customs broker whether a return adjustment is needed and how any excess should be treated for input VAT recovery. Our business import VAT guide covers the wider accounting background.
For a personal parcel, follow our parcel tax repayment guide, adding the seat or travel-system evidence to the claim. Keep any carrier-fee complaint separate. If the disputed VAT appears on the seller’s checkout invoice, ask the seller to explain that charge separately from the import declaration.
Frequently asked questions
What import VAT applies to a child car seat from China?
A qualifying child car seat attracts 5% UK VAT. Ask your customs agent to assess the exact model using its description, instructions and restraint details.
Is the whole travel system taxed at the reduced rate?
Check the configuration. HMRC lists a safety seat with a bare wheeled framework at 5%, but prams and pushchairs are standard-rated. Ask the agent to assess any additional pram or pushchair seat.
Do separately bought car-seat accessories get reduced VAT?
Do not assume they inherit the seat’s rate. Standard VAT applies unless the item qualifies for another treatment. Ask the agent to check a separately ordered base on its own details.
What evidence helps challenge incorrect car-seat import VAT?
Provide the declaration, invoice, charge breakdown, payment evidence, model photographs and instructions. For a travel system, add the component list, attachment photographs and component values.
