Check the importing business before ordering

Palau's Bureau of Revenue and Taxation states that anyone conducting commercial activity must register with the bureau and obtain the appropriate business licence before beginning or continuing that activity. For a commercial order from China, establish which Palau business will import the goods and ask your broker to check its registration and licence.

Give the broker the product description, materials, intended use and proposed packaging. Ask for a written checklist covering any product permissions, testing and labelling to settle before production. The guide for buyers outside the UK explains the wider purchasing arrangement; this guide adds the Palau business gate and arrival handover.

Agree a price to your own Palau port

Send us your specification, quantity, packing requirements and chosen receiving port. Through our UK company purchasing service, we can coordinate factory purchasing and quote to your Palau port. Record the shipping term, freight, insurance arrangements and the point where responsibility transfers.

Ask for an itemised statement of included and excluded charges. Have your own broker budget for clearance, applicable duties and taxes, destination handling and onward delivery. For orders serving other markets, use the separate Philippines guide and Australia guide to plan those shipments.

Build the document pack with the factory

We coordinate the commercial invoice and packing list with the Chinese factory and agreed seller, then send drafts for your broker to review. Match descriptions, quantities, package counts, weights and consignee details across the documents. Identify the factory, exporter and invoicing seller clearly where different businesses are involved.

Arrange a certificate of origin where your broker confirms it is needed, agreeing who obtains it before dispatch. Request factory test reports for the exact model, materials and configuration ordered. We check that the supplied reports match the order and flag gaps for review. Agree any further testing before approving production.

Check the supplier and inspect before shipment

Our own staff in China check the supplier's identity, production location and ability to make the specified goods. Establish whether the seller operates the factory, which site will produce the order and whether any work will be subcontracted. Approve a sample and record measurable acceptance criteria before production.

We inspect against the agreed specification, sample, packaging and artwork, report defects and check corrections before asking you to approve shipment. Keep photographs and inspection findings with the order records. For this work, factory audits and inspections are usually included in the quote; complex checks that need a third party are charged separately and agreed in advance.

Hand arrival clearance to your own broker

Palau's published code allows the consignee to make an import entry personally or through an authorised agent. Its customs bureau also monitors imports of restricted and illegal goods. Appoint your own Palau customs broker early and agree responsibility for entry preparation, classification, valuation, payment coordination and responses to customs queries.

Send the final invoice, packing list, transport document and agreed supporting evidence before arrival. Ask the broker to confirm the final entry and amounts payable, then coordinate release, collection and onward delivery. Keep purchase and payment records available so the broker can explain the transaction, including the UK seller's role, if questions arise.
