Buy China-made goods through a public framework?

Potentially, yes, if your body is eligible, the goods fit the framework and an appointed supplier can provide them through its permitted call-off procedure. Confirm the proposed Chinese supply chain rather than treating framework membership as product approval. Cambridge China Bridge can help gather factory and product evidence.

Confirm that your body can use the framework

Check the original notice and framework agreement, not just the provider’s website. Under the current procurement framework guidance, these must identify your authority as an eligible user and cover the type of goods you intend to buy. Ask the provider to point to the wording that includes your organisation.

Confirm the governing procurement regime before starting. Legacy frameworks retain their original rules for call-offs; newer frameworks follow the current Act. Ask your procurement team to record the applicable regime, whether the framework is still available for use and the remaining value available for call-offs.

Match the goods and the contracting supplier

Map the complete requirement to the relevant lot: goods, specification, delivery, installation and support where needed. A call-off is awarded to a supplier appointed to the framework. Ask that supplier to confirm the proposed factory, manufacturing location and any sourcing intermediary, and explain how the proposed supply fits the framework scope.

Describe the exact model, materials, intended use, packaging and acceptance evidence. Ask whether the proposed Chinese factory and any substitutions are acceptable under the framework documents. Use test-report checks for product evidence and subcontractor exclusion checks for the separate supply-chain assessment.

Follow the permitted call-off procedure

Read the buyer’s guide alongside the agreement. Use the selection process specified by the framework. An award without competition requires the permitted circumstances and the objective mechanism set out in the documents; a preferred factory or an attractive quote does not establish that mechanism.

For a competition, ask your procurement team which framework criteria apply and what refinement is permitted. Agree the specification, evaluation approach and sample evidence before seeking bids. Use trials or negotiations only where the framework design permits them, and confirm the notices required under the applicable regime.

Check who stands behind the framework

Identify the contracting authority that established the framework and distinguish it from any private operator administering it. Current framework guidance requires a framework used for call-offs to have been established by a contracting authority. Request the original notices and an explanation of the establishment process and liability arrangements.

Ask who monitors supplier finances, handles systemic performance problems and oversees the operator. Request a clear account of levies, commissions and supply-chain charges, including how they appear in prices. Compare the support offered with your actual needs. The Framework Practice Guide recommends checking ongoing operational capacity and fee transparency.

Keep ownership of delivery and acceptance

The buyer owns the call-off supplier relationship and contract-specific performance monitoring. Agree who checks factory progress, approves samples, receives inspection reports and handles defects. Ask the appointed supplier to explain who handles importing, product documentation and after-sales support; record the answer in the purchasing file.

Keep factory evidence separate from the framework award record so each can be reviewed. Use a procurement risk register to assign actions and escalation routes. Cambridge China Bridge’s staff in China can gather factory information and coordinate product checks; confirm its role with the appointed supplier before commissioning work.

Frequently asked questions

Can a council buy China-made goods through a framework?

Potentially. Check that the council is an eligible user, the goods fit the scope and an appointed supplier can supply them through the permitted call-off process.

Can we order directly from a Chinese factory?

A framework call-off goes to an appointed framework supplier. Check whether the factory is appointed or would supply through an appointed supplier, and confirm the arrangement in the framework documents.

Can we award without a competition?

Only where the applicable framework rules permit it. Follow the specific objective selection mechanism in the documents; a supplier’s recommendation is not sufficient.

Does framework membership approve the product?

Treat membership and product evidence as separate checks. Ask for documents matching the ordered model and agree how samples, inspections and delivery acceptance will be assessed.
