Who arranges VGM for a China to UK container?
The named shipper is responsible for obtaining and documenting verified gross mass, even when another party weighs the container. Identify the shipper before booking weighing
UK maritime guidance defines the shipper by the bill of lading, sea waybill or equivalent transport document and the contract of carriage. Responsibility for obtaining and documenting verified gross mass rests with that shipper. Check the actual booking documents rather than assuming the factory or UK buyer holds this role.
Ask the forwarder to confirm the responsible entity, weighing provider, authorised signatory and person submitting the declaration. Record who pays for weighing and corrections. Use our transport document guide to check the documents naming the parties.
Agree the accepted weighing route
UK official guidance describes weighing the packed container using calibrated and certified equipment, or using an approved calculation method that combines packages, cargo, pallets, dunnage, securing materials and container tare. A factory's estimated cargo weight is not the same deliverable.
For loading in China, ask the carrier or forwarder to confirm acceptance of the proposed provider, method and supporting evidence before arranging the work. Get the submission deadline in writing
The VGM shipping document must be signed by someone authorised by the shipper and reach the vessel and terminal representatives sufficiently early for stowage planning. Obtain the booking-specific VGM deadline, time zone, submission channel and correction procedure from the carrier or forwarder.
Schedule weighing and reconciliation before that deadline, allowing time to investigate differences. Keep the submission acknowledgement against the container number and booking. Where the required VGM has not been provided or otherwise obtained, the packed container cannot be loaded onto the ship.
Reconcile mass with the final packing records
Build a reconciliation from the actual loaded goods and packaging to the declared container mass. Check carton quantities, gross carton weights, pallets, loose packing and securing materials, and the tare of the actual container. Match the final packing list, container number and seal to the container loading check. Investigate unexplained differences rather than changing records merely to make totals agree. UK guidance says a discrepancy between an earlier declared gross mass and the verified mass should be resolved using the verified mass.
Close changes before the shipment moves
If cartons are removed, substituted or added after weighing, ask the weighing provider and forwarder how to reverify and resubmit the mass. Keep the original record, explanation, corrected packing list and replacement declaration together. Ask for confirmation that the current submission relates to the final load.

Is the packing list gross weight enough for VGM?
Do not assume so. Check whether it includes all loaded cargo, packaging, pallets, securing materials and the container tare, and whether the verification method is accepted.
When must VGM be submitted?
