Duty on wooden cable drums

Read from the UK Trade Tariff on 24 October 2026, wooden cable drums under 4415 10 90 00 carried 0% duty for goods from China. The supplied tariff record shows no anti-dumping or countervailing duty, no suspension and no import control attached to this line. It lists a DCMS export licence measure; confirm its relevance with your customs broker if you subsequently export the drums.

Heading 4415 also covers wooden cases, crates, packing drums and pallets. This guide covers cable drums only, so the table contains the sole relevant commodity line. See the wooden pallets and crates guide for the wider heading. Confirm the commodity code against the drum's material, construction and intended use.

The absence of an attached tariff import control does not remove the wood packaging rules. Solid-wood packaging imported into Great Britain, including for supply to businesses, must meet ISPM 15. Confirm with the relevant timber-regulation authority whether timber legality due diligence applies to drums placed on the GB market as products and whether packaging used only to carry other goods is outside that regulation's scope.

Specify the drum around the cable and handling equipment

Agree a drawing showing flange diameter and thickness, barrel diameter, winding width, spindle bore, bolt positions and cable access holes. State the cable load, handling method and whether the drum will be reused. Check that the barrel suits the cable's permitted bending radius and that the bore fits the buyer's winding and payout equipment.

Specify timber species, solid-wood or plywood construction, moisture acceptance criteria, fastening details and permissible repairs. Ask for harvest-origin and legality documents before ordering. For solid-wood drums, specify debarked, treated wood and legible ISPM 15 marks. Supporting treatment records help inspection, but certificates cannot replace the required mark.

Worked duty example

Illustrative example, not a quote: Illustrative order: 50 wooden cable drums under 4415 10 90 00, invoiced at £2,000 free on board, with £3,500 of freight and insurance to the UK. The customs value is £5,500. Duty at 0% is £0. Import VAT at 20% is charged on the customs value plus duty, £5,500, so it is £1,100. With no duty, the only import tax is the VAT, which a VAT-registered importer can usually reclaim. The import duty and VAT guide explains each step.

Inspection checklist

Dimensions: measure flange diameter, winding width and spindle bore against the drawing; check alignment and that the assembled drum turns without binding.

Timber: check moisture against the agreed criteria and inspect for mould, splits, loose knots and damage around fasteners.

Assembly: check bolt security, flange joints, barrel boards and cable access holes; look for protruding fasteners or rough edges that could damage cable.

Documents and marks: match the timber species and harvest-origin file to the order, inspect treatment marks and retain arrival photographs. Agree sampling and load checks through the inspection process.

What goes wrong

A drum can match the outside diameter yet fail in use because its spindle bore is misaligned, its barrel is too small for the cable or its flanges flex under load. Thin boards, loose bolts and rough cable holes can cause movement or sheath damage. Approve an assembled sample against the buyer's equipment before accepting the production drawing.

Wet timber can shrink after assembly, loosen joints and develop mould in transit. Check condition before loading and on arrival. Keep treatment marking and timber legality checks separate: a treatment mark addresses plant health, while the legality file traces the timber's harvest.

Does a treatment certificate replace the drum's mark?

No. Certification cannot replace the ISPM 15 mark on imported wood packaging. Check that the mark is legible and ask for supporting treatment records.
