Sourcing wheelbarrow inner tubes from China

Wheelbarrow inner tubes from China carry 0% UK duty under 4013 90 00 00, with no listed trade remedies. Tubes intended for or likely to be used by consumers must be safe before placement on the Great Britain market. Check tyre fit, valve clearance and air retention. Duty and classification

Read from the UK Trade Tariff on 30 September 2026, heading 4013 covers rubber inner tubes. Wheelbarrow tubes fall within the other inner tubes line, 4013 90 00 00. The table shows specification variants sharing this commodity code. For the wider heading, see our tractor inner tubes guide.

The supplied tariff record shows 0% duty on goods from China, with no anti-dumping or countervailing duties, suspensions or attached import controls. Import VAT is normally 20%; see UK import duty and VAT.

Give your customs broker the rubber description, intended wheelbarrow use and product photographs to confirm the commodity code before shipment. Describe separately supplied tubes clearly rather than using a description for complete wheels or tyres.

Specify the tube and valve against your wheel

Specify the tyre size marking, rim diameter, valve-hole dimensions and required valve position. State whether the valve must be straight or angled, its stem length and its orientation relative to the tube. Send the factory a wheel sample or a dimensioned drawing, then fit the approved tube to your actual tyre and rim.

Agree the rubber compound, wall thickness, tube weight, joint finish and valve-base construction. Set an air-retention test with agreed inflation conditions, duration and acceptance criteria. Test fitted tubes as well as loose samples, because a valve that seals can still rub against the wheel or be difficult to reach with a pump.

For tubes intended for or likely to be used by consumers, the General Product Safety Regulations apply in Great Britain. A producer must ensure the product is safe before placing it on the market. Ask for fitting guidance and keep sample, test and batch records with your purchasing specification.

Worked duty example

Illustrative example, not a quote: Illustrative order of 2,000 wheelbarrow inner tubes under 4013 90 00 00, invoiced at £5,000 free on board, with £2,000 of freight and insurance to the UK. The customs value is £7,000. Duty at 0% is £0. Import VAT at 20% is charged on the customs value plus duty, £7,000, so it is £1,400. With no duty, the only import tax is the VAT, which a VAT-registered importer can usually reclaim. The import duty and VAT guide explains each step.

Inspection checklist

Fit: compare size markings with the approved sample and fit sampled tubes to the intended tyre and rim, checking for folds, stretching and trapped rubber.

Valve: check stem length, angle, pump access and rim clearance; inspect the valve base and check for leaks around the core and rubber bond.

Rubber and joints: compare thickness and weight with the agreed specification; inspect for thin patches, splits, contamination and uneven joints.

Air retention and packing: run the agreed leak test, inspect arrival cartons for damage and confirm that size, valve variant and batch references match the order. See quality inspection explained.

What goes wrong

A tube may carry the expected size marking yet fold inside the tyre or pull tight around the rim. An angled valve can face the wrong way, foul the wheel or prevent pump access. Pinholes, leaking valve cores and weak valve-base bonds can cause gradual pressure loss.

Approve a fitted sample before bulk production and retain it for comparison. Agree how the factory will identify each size and valve variant so mixed cartons do not reach your warehouse. Investigate pressure loss in the fitted assembly as well as in the tube itself.

Frequently asked questions

What is the UK import duty on wheelbarrow inner tubes from China?

The supplied tariff record, read on 30 September 2026, shows 0% under 4013 90 00 00, with no anti-dumping or countervailing duty.

How do I choose the right wheelbarrow inner tube?

Match the tyre marking, rim diameter and valve hole, then check stem length, angle and pump access on your actual wheel. Approve a fitted sample.

Should I specify butyl or natural rubber?

Specify the compound explicitly and compare samples for air retention, flexibility and fitting. Agree measurable acceptance criteria rather than accepting a material name alone.

How do I check wheelbarrow inner tubes for leaks?

Agree inflation conditions and a hold period, then check the tube joint, valve core and valve base for leakage. Repeat the air-retention check with the tube fitted to the intended wheel.
