Sourcing Wheat Spring-roll Wrappers from China
UK duty on wheat spring-roll wrapper lines ranges from 0% where suspension applies to standard rates of 6% plus £8.10 to £20 per 100 kg. Confirm the recipe and processing before using the suspension, whose footnote excludes certain mixtures and preparations. Egg ingredients can bring animal product controls. Wrapper classification and conditional suspension
Read from the UK Trade Tariff on 30 September 2026, heading 1902 covers pasta, including uncooked and otherwise prepared products. For wheat spring-roll wrappers, distinguish raw sheets from heat-treated sheets, and declare egg and rice ingredients. The table gives candidate lines for unfilled wrappers, subject to classification of the actual product.
The selected lines show a 0% autonomous suspension and no anti-dumping or countervailing measure. The suspension footnote excludes mixtures, preparations or products made up of different components containing these products; ask your broker whether your wrappers qualify. Standard duties are 6% plus £17 per 100 kg for uncooked common-wheat wrappers without egg, £20 for egg-containing or other dried lines, and £8.10 for other prepared non-dried lines.
The tariff attaches organic and GMO controls to these lines, and veterinary control to the egg-containing and other prepared lines. Confirm the commodity code, suspension eligibility and applicable controls with your broker using the complete recipe and manufacturing process. The wonton-wrapper guide covers related wrapper choices within the wider heading.

Specify sheets that separate and fold
Specify wheat flour and starch ingredients, egg content, oils, additives and dusting flour. Agree sheet dimensions, thickness, shape, pack weight, sheet count and whether the wrappers arrive frozen, chilled or ambient. Approve samples after the intended thawing and cooking process: sheets should separate, fold around your filling and seal without tearing.
Confirm food-business registration requirements with the relevant local authority and approve the English label with the name, ingredients, emphasised allergens, net quantity, dates, storage conditions and UK address. Check wheat and any egg against the signed recipe. Agree remaining shelf life at arrival, storage instructions, batch identification and laboratory checks for allergens and relevant contaminants.
For egg-containing wrappers, establish import eligibility and whether an exemption applies before ordering. Non-exempt composite products require an IPAFFS import notification; medium-risk composites containing egg need a composite product health certificate. Exempt composites must travel with the exporter's commercial document. For organic wrappers from China, arrange a Great Britain certificate of inspection for each consignment and check the exporter’s control body and export country against the organic registers.
Inspection checklist
Sheets: compare dimensions and thickness with approved samples; peel apart the stack and check torn corners, pinholes, uneven edges and excessive dusting.
Cooking: thaw and handle as instructed, wrap the intended filling and check seam closure, splitting, browning and texture after cooking.
Packs and labels: check seals, net weight, sheet count, batch and date marks; match the English ingredients and emphasised allergens to the approved recipe.
Storage: check the agreed arrival temperature and transport records for chilled or frozen packs; inspect for moisture, clumping and damaged cartons. Use the inspection guide to agree the checks before dispatch.
What goes wrong
Wrappers can arrive stuck together, brittle at the edges or too weak to hold a moist filling. Compare production samples with the approved sample after the same thawing and cooking process. Moisture loss, leaking seals and temperature excursions can change handling even when sheet dimensions match.
A changed recipe can invalidate label approval and alter import checks. If rice flour or another rice ingredient is introduced, reassess classification: specified rice products from China are subject to GMO controls and must enter through an authorised border control post. Ask your broker and the port health authority to confirm the documents and testing for the exact product before shipping.
Cambridge China Bridge sources these products for UK businesses, checking the factory and the documents before shipment. See factory verification. For repeat volumes, see container programmes.
