UK duty and classification for welding blankets

Read from the UK Trade Tariff on 3 October 2026, heading 6307 covers other made-up articles, including dress patterns. The table gives candidate lines for felt, nonwoven and woven welding blankets. Confirm that this heading fits the actual fibre, coating and construction before using a listed code, particularly for glass-fibre or mineral-fibre products.

The selected lines carry 6% duty from China, with no anti-dumping or countervailing measure recorded. The suspension shown on the nonwoven and other woven lines is restricted to specified textile face masks, so it does not offer relief for welding blankets. CITES import and export controls are attached to all selected lines. Before applying for a CITES permit, check whether stricter controls apply; confirm the material and documentation for shipment from China with your broker.

The nonwoven line also records a supplementary import unit. The nonwoven and other woven lines attach a torture-goods import prohibition and export restriction. Ask your customs broker to confirm the declaration requirements and whether the goods match the controlled descriptions. Specify the welding process and blanket construction

Write down whether the blanket will hang beside the work, cover equipment or lie beneath it. Describe the welding or cutting process, expected sparks and molten spatter, exposure duration and the surface being protected. Ask for evidence covering that application rather than accepting a headline temperature rating.

Specify fibre composition, weave or felt construction, coating on each face, finished dimensions, thickness, mass per area, edge binding, seam thread and fixing points. Request reports identifying the exact material and construction ordered, including the test conditions and acceptance criteria. Retain an approved sample for comparison with production.

HSE says businesses supplying products are responsible for meeting their legal obligations. Arrange a product-specific safety review before sale and agree instructions covering positioning, limitations, inspection and replacement. If also sold as a consumer product in Great Britain, it must be safe in normal or reasonably foreseeable use. Use testing and certification support to settle the evidence needed.

Worked duty example

Illustrative example, not a quote: Illustrative mixed-size batch of woven welding blankets for a workshop supplier under 6307 90 98 99, invoiced at £9,000 free on board, with £800 of freight and insurance to the UK. The customs value is £9,800. Duty at 6% is £588. Import VAT at 20% is charged on the customs value plus duty, £10,388, so it is £2,077.60. Inspection checklist

Material: compare bulk goods with the approved sample and reports; check fibre and coating declarations, thickness, mass per area, coating coverage and loose fibre shedding.

Make-up: measure finished dimensions and check edge binding, open seams, skipped stitches, holes and fixing-point position and retention.

Protection evidence: match the report to the supplied construction and intended orientation; arrange competent laboratory assessment of the agreed spatter exposure rather than an improvised warehouse flame trial.

Packing and instructions: check dry, clean packaging, batch identification and matching use limitations. Record arrival findings against the agreed inspection checklist.

What goes wrong

Failure points to check include thinner material than the approved sample, patchy coating, weak binding and fixing points that pull through. A report for uncoated fabric does not establish the performance of a different coated blanket. A heat-resistance claim without exposure conditions leaves the buyer unable to compare products.

Gaps, poor overlap or the wrong installation can leave the protected surface exposed. HSE advises clearing away flammable material before welding. Plan blanket placement alongside the site's fire precautions, and approve any changes to fibre, coating, seams or dimensions before production.
