Sourcing vinyl chloride monomer from China

Vinyl chloride monomer from China carries 4% UK import duty, with no suspension or trade remedy recorded for its tariff line. Consider UK REACH registration before importing; hazardous chemicals supplied for workplace use require safety data sheets. Cambridge China Bridge sources vinyl chloride monomer.

Vinyl chloride monomer: 4% duty

Read from the UK Trade Tariff on 30 October 2026, vinyl chloride under 2903 21 00 00 carries 4% duty on goods from China. The supplied tariff record lists no anti-dumping or countervailing duty and no suspension for this line. Heading 2903 covers halogenated derivatives of hydrocarbons; this guide covers vinyl chloride monomer only.

The UK Trade Tariff attaches an export control labelled “Export control - Waste”. The importer should confirm its relevance with their customs broker, particularly for recovered or discarded material. For waste imports into England under notification controls, the process starts in the country of dispatch and the exporter must apply there for consent.

Confirm the substance identity and composition against the commodity code guide. The tariff record contains only one vinyl chloride line, so the table contains that line alone. See the chlorinated solvents and HFCs guide for the wider heading.

Specify the monomer and receiving system

Vinyl chloride is a colourless, flammable gas. Specify the intended process, purity, water content, acidity, relevant impurities and any inhibitor or stabiliser arrangement. Agree the analytical methods and require a batch-specific certificate of analysis rather than accepting a generic product sheet.

Agree the transport vessel, valve connections, transfer arrangements and receiving site's acceptance criteria before ordering. Ask the supplier and specialist carrier to review the same safety data sheet. Consider whether importing the substance requires UK REACH registration; hazardous chemicals supplied for workplace use require safety data sheets.

Worked duty example

Illustrative example, not a quote: Illustrative order: 20 tonnes of vinyl chloride monomer for an industrial processor under 2903 21 00 00, invoiced at £21,000 free on board, with £3,500 of freight and insurance to the UK. The customs value is £24,500. Duty at 4% is £980. Import VAT at 20% is charged on the customs value plus duty, £25,480, so it is £5,096. Import taxes total £6,076; a VAT-registered importer can usually reclaim the VAT, so the lasting cost is the £980 of duty. The import duty and VAT guide explains each step.

Inspection checklist

Identity: match the purchase order, vessel label, safety data sheet and batch certificate to vinyl chloride monomer.

Analysis: compare purity, water, acidity, impurities and agreed stabiliser information with the signed specification.

Containment: have the receiving specialist check vessel condition, valve protection, seals and connection compatibility before transfer.

Records: reconcile the batch identifier, delivered quantity and transport records; agree specialist sampling before accepting the batch.

What goes wrong

A generic purity statement can conceal missing water, acidity or impurity results. An unmatched batch certificate leaves the buyer unable to connect laboratory results to the delivered material. Write the required tests and acceptance criteria into the order.

Delivery can fail when the receiving site cannot connect to the supplied vessel or has not agreed a transfer procedure. Resolve vessel and connection details before dispatch. Hold discrepancies for specialist review rather than opening or transferring material simply to inspect it.

Cambridge China Bridge sources these products for UK businesses, checking the factory and the documents before shipment. See factory verification. For repeat volumes, see container programmes.

Frequently asked questions

What is the UK import duty on vinyl chloride monomer from China?

The supplied tariff record shows 4% for 2903 21 00 00, with no suspension, anti-dumping duty or countervailing duty.

Do I need UK REACH registration to import vinyl chloride monomer?

Consider whether your substance import requires UK REACH registration before ordering. Confirm the route for your business rather than treating a supplier's registration statement as sufficient.

What documents should I request from the Chinese supplier?

Request a batch certificate of analysis, the agreed specification, vessel details and a safety data sheet. Hazardous chemicals supplied for workplace use require safety data sheets.

What should I check before accepting delivery?

Match the batch and chemical identity, review analytical results, and have the receiving specialist check containment and transfer connections against the agreed receiving plan.
