Vinyl acetate duty and suspension

Read from the UK Trade Tariff on 6 November 2026, vinyl acetate under 2915 32 00 00 has a 4% third-country duty and a 0% autonomous suspension. The supplied facts list no anti-dumping or countervailing duty. Heading 2915 covers saturated acyclic monocarboxylic acids and their derivatives, including acetate esters. The table shows different buying descriptions of the same vinyl acetate line.

The suspension footnote excludes mixtures, preparations and products made up of different components containing these substances. The tariff also attaches a waste export control. Confirm its relevance with your customs broker if the shipment involves waste or a return shipment. Environment Agency guidance for England says waste shipment controls apply only when the material is waste.

Confirm the substance identity, composition and commodity code before relying on the suspension. Keep monomer purchasing separate from finished polymers covered in our PVA and polyvinyl acetate guide.

Specify purity, inhibitor and handling

Write the agreed assay, water content, acidity, colour and inhibitor content into the purchase specification. Ask for the inhibitor identity, batch analysis and storage instructions. Agree the permitted transport conditions with the supplier and carrier rather than assuming every grade can follow the same route.

Vinyl acetate is a flammable dangerous good. Agree approved packaging and dangerous goods documents before dispatch. Confirm the applicable UK REACH registration arrangements, safety data sheet language and GB chemical labels with HSE before ordering; correct labelling and packaging are supply-chain responsibilities before sale.

Worked duty example

Illustrative example, not a quote: Illustrative order: 20 tonnes of vinyl acetate monomer under 2915 32 00 00, invoiced at £21,000 free on board, with £3,500 of freight and insurance to the UK. The customs value is £24,500. Duty at 4% is £980. Import VAT at 20% is charged on the customs value plus duty, £25,480, so it is £5,096. Import taxes total £6,076; a VAT-registered importer can usually reclaim the VAT, so the lasting cost is the £980 of duty. The import duty and VAT guide explains each step.

Inspection checklist

Identity: match the batch references on the analysis certificate, safety data sheet, packaging and shipment documents.

Composition: check assay by gas chromatography, water by Karl Fischer, acidity and colour against the purchase specification.

Stability: compare inhibitor results and the transport temperature record with the supplier’s agreed handling instructions.

Packaging: check seals, valves, leaks, bulging and markings before unloading; arrange quality inspection around chemical sampling and safe handling.

What goes wrong

Low inhibitor content or excessive heat can cause vinyl acetate to polymerise. A clean-looking sample does not replace inhibitor testing or a temperature record. Water, acidity or colour outside the agreed specification can also make a batch unsuitable for the buyer’s formulation.

Documents sometimes describe a formulated product as monomer, creating uncertainty over classification and suspension eligibility. Hold a leaking, bulging or out-of-specification delivery for assessment and agree the supplier’s response before releasing it into production.

Cambridge China Bridge sources these products for UK businesses, checking the factory and the documents before shipment. See factory verification. For repeat volumes, see container programmes.

Frequently asked questions

What is the UK import duty on vinyl acetate monomer from China?

The supplied tariff facts show 4% base duty and a 0% autonomous suspension for eligible goods under 2915 32 00 00, with no listed anti-dumping or countervailing duty.

Does the vinyl acetate suspension cover mixtures?

The supplied tariff footnote excludes mixtures, preparations and products made up of different components containing these substances. Ask your broker to check the actual composition.

What should I test before accepting vinyl acetate monomer?

Check assay, water, acidity, colour and inhibitor content against the agreed specification. Match results to the delivered batch and review the transport temperature record.

Do I need UK REACH registration?

Confirm your applicable UK REACH registration arrangements with HSE before importing, alongside the safety data sheet language and chemical labels.
