Sourcing VAE polymer powders from China

VAE redispersible polymer powders from China carry 6% UK duty under 3905 29 00 90, with no suspension or trade remedy recorded. Confirm with HSE the UK REACH registration position for the polymer, monomers and additives. Confirm the formulation and trial it in your mortar. 6% duty on VAE redispersible powder

Read from the UK Trade Tariff on 1 October 2026, heading 3905 covers vinyl acetate and other vinyl polymers in primary forms. VAE redispersible polymer powder falls within the other vinyl acetate copolymers line, 3905 29 00 90. Its China duty is 6%, with no anti-dumping or countervailing duty or suspension recorded. The table shows applications sharing this powder line, rather than separate tariff categories.

The tariff attaches an import waste control. Waste shipment controls apply only where the material is waste. For a China-to-England shipment subject to notification controls, the exporter must apply to the dispatch authority for consent; shipment requires consent from the destination, dispatch and transit authorities. Confirm the applicable requirement with your customs broker and the relevant authorities before buying material described as waste.

Confirm the commodity code using the composition and supplied form. An aqueous VAE emulsion has a different line; see the VAE emulsion and wider heading guide. Keep the formulation, product datasheet and supplier description together, especially where the powder contains added fillers or is supplied as a formulated adhesive.

Specify the powder for your mortar formulation

Specify the intended use, polymer composition, protective colloid, mineral anti-caking content, moisture, ash, bulk density and particle size. Agree the test methods and acceptance criteria rather than relying on a supplier's grade name. Record glass transition temperature, redispersion behaviour, shelf life and storage instructions. Trial the powder with your cement, fillers and other additives, checking workability, adhesion, flexibility and performance after water exposure.

For Great Britain, importers must meet chemical classification, labelling and packaging duties before placing chemicals on the market. Obtain the complete formulation and review the safety data sheet for the actual grade. A safety data sheet is required for hazardous chemicals supplied for workplace use. Confirm with HSE the UK REACH registration position for the polymer, monomers and additives before ordering.

Worked duty example

Illustrative example, not a quote: Illustrative order: 20 tonnes of bagged VAE redispersible polymer powder; values are illustrative under 3905 29 00 90, invoiced at £18,000 free on board, with £2,500 of freight and insurance to the UK. The customs value is £20,500. Duty at 6% is £1,230. Import VAT at 20% is charged on the customs value plus duty, £21,730, so it is £4,346. Import taxes total £5,576; a VAT-registered importer can usually reclaim the VAT, so the lasting cost is the £1,230 of duty. The import duty and VAT guide explains each step.

Inspection checklist

Identity: match the bag grade, batch code and production date to the purchase order and certificate of analysis; retain samples from different bags.

Powder: check for hard lumps, foreign particles and colour variation; verify moisture and ash against the agreed specification.

Redispersion: mix a sample using the agreed water and mixing method; check persistent grit, sediment and film formation against the approved sample.

Packing and performance: check sealed liners, dry bags and pallet condition, then trial the arrival sample in your mortar before releasing the batch. Use a written inspection brief.

What goes wrong

Moisture entering damaged bags can leave powder caked and difficult to disperse. A change in polymer composition or mineral content can alter mortar workability and adhesion even when the bags carry the familiar grade name. A certificate reporting only appearance and moisture does not establish performance in your formulation.

Agree how formulation changes will be notified, keep an approved reference sample and compare production and arrival samples in the same mortar recipe. Hold affected bags separately while investigating lumps or performance drift. Include the producer's blending, drying and batch traceability in factory verification.

Frequently asked questions

What is the UK import duty on VAE redispersible powder from China?

The supplied tariff reading shows 6% under 3905 29 00 90, with no anti-dumping or countervailing duty and no suspension recorded.

Does VAE powder need UK REACH registration?

Confirm with HSE whether UK REACH registration or an exemption applies to the polymer, monomers and additives. Check the actual composition and your registration position before importing.

Can I use the same VAE powder in every mortar?

Trial each grade in the intended formulation. Compare workability, adhesion, flexibility and water-exposed performance using your cement, fillers and additives.

What should I check when the powder arrives?

Check bag liners, dampness, hard lumps, batch identity and the analysis certificate. Verify redispersion and run a mortar trial before releasing the batch.
