Sourcing unworked pen shells from China
Unworked pen shells from China carry 0% UK duty across the supplied tariff lines. Confirm the species, intended use and whether any flesh remains before choosing the code; CITES-listed species need the applicable documents. Cambridge China Bridge sources unworked pen shells.

Zero duty, with species and condition checks
Read from the UK Trade Tariff on 29 September 2026, heading 0508 covers unworked or simply prepared shells that are not cut to shape, together with other listed materials. Empty unworked pen shells for non-food craft or decorative supply are a candidate for 0508 00 90 90. The table shows buying forms under that same code, rather than separate tariff subdivisions.
All supplied lines carry 0% duty for goods from China, with no anti-dumping or countervailing duty and no suspension recorded. The empty-shell candidate line carries CITES import and export controls and an organic-products import control. Confirm species-specific CITES documents before ordering. The organic guidance does not establish the route for decorative pen shells; ask your customs broker to confirm whether that tariff control applies, and consult an approved UK organic control body before making organic claims.
The tariff distinguishes empty shells for food use or glucosamine under 0508 00 90 10 from shells containing tissue and flesh under 0508 00 90 20. Both carry veterinary and organic import controls, plus CITES export control. For either route from China, ask your customs broker to confirm admissibility and the required veterinary documents before shipping. Confirm the commodity code using species, processing and intended use; see the wider shells and coral guide.
| Goods | Commodity code | Duty | Anti-dumping or countervailing duty on China |
|---|---|---|---|
| Empty unworked pen shells, intact | 0508 00 90 90 | 0% | None |
Specify the shell, rather than its trade name
Ask for the scientific species name, harvesting origin and photographs of the outer surface, inner surface and hinge. Do not accept a description consisting only of “pen shell” or “mother-of-pearl”. For a CITES-listed species, confirm the applicable import and export documents with the authorities before ordering.
Specify empty shells with no attached flesh, the cleaning method and any bleaching, coating or polishing. Agree whether supply means loose valves, matched pairs or intact shells. Record size grading, colour variation, acceptable edge damage and packing against a retained sample. Ask for separate protection around the pointed ends and separators between shells.
Worked duty example
Illustrative example, not a quote: Illustrative small wholesale lot of empty unworked pen-shell valves for craft supply under 0508 00 90 90, invoiced at £1,500 free on board, with £900 of freight and insurance to the UK. The customs value is £2,400. Duty at 0% is £0. Import VAT at 20% is charged on the customs value plus duty, £2,400, so it is £480. With no duty, the only import tax is the VAT, which a VAT-registered importer can usually reclaim. The import duty and VAT guide explains each step.
Inspection checklist
Identity: compare the species declaration, origin records and shell features with the approved sample; investigate mixed species.
Condition: inspect the hinge and inner surface for attached tissue, damp, odour, mould and foreign matter.
Grading: check shell length, width, colour and pairing against the order; distinguish natural surface variation from cracks and chipped edges.
Packing: open cartons from different parts of the lot and inspect pointed ends, separators, movement inside packs and accumulated fragments.

What goes wrong
A sample of selected intact shells can conceal a shipment dominated by small valves, mismatched pairs or chipped points. Agree grading and rejection criteria before purchase, then inspect the packed lot rather than accepting photographs of loose display samples.
Residual flesh, an unexplained species substitution or undisclosed cutting makes the original purchasing description unreliable. Hold the affected lot, obtain corrected identification and processing details, and have the broker reassess the proposed entry before dispatch.
Cambridge China Bridge sources these products for UK businesses, checking the factory and the documents before shipment. See factory verification. For repeat volumes, see container programmes.
Frequently asked questions
What is the UK import duty on unworked pen shells from China?
The supplied tariff lines carry 0% duty for goods from China, with no anti-dumping or countervailing duty and no suspension recorded. Classification and import controls still need checking.
Do pen shells need CITES permits?
Check the scientific species name first. If the species is CITES-listed, confirm the applicable import and export documents with the authorities before ordering.
Can I import pen shells with flesh still attached?
The tariff has a separate tissue-and-flesh line carrying veterinary control. Ask your broker to confirm whether that material from China is admissible and what documents it needs before shipping.
How should a supplier pack unworked pen shells?
Agree protection for pointed ends, separators between shells and packing that prevents movement. Inspect the packed lot for cracked valves, chipped edges and fragments.
