0% duty on edible unroasted nori

Read from the UK Trade Tariff on 30 September 2026, plain dried unroasted nori sheets for human consumption fall within the edible seaweed line of heading 1212, code 1212 21 00 00. This line carries 0% duty for goods from China, with no anti-dumping or countervailing duty and no suspension recorded. The table shows product formats sharing this tariff line, rather than separate commodity codes.

The tariff attaches an organic import control. For organic nori from China entering Great Britain, obtain a Great Britain certificate of inspection for each consignment. A company trading organic products must be certified by an approved UK organic control body. Check the recognised overseas countries and control bodies against the organic registers before agreeing an organic order.

Confirm the ingredients, drying process and absence of roasting or seasoning with your broker using the commodity code guide. Recheck classification if the supplier changes processing or adds ingredients. See the seaweed and algae guide for the wider heading.

Specify the sheet and the drying process

Describe the goods as plain dried nori sheets without roasting, oil or seasoning. Agree the seaweed species, harvest origin, sheet dimensions, sheet weight, thickness, colour and permitted holes or broken edges. Keep an approved sample and describe the intended use, including whether your customer will roast the sheets before use.

Agree moisture acceptance, sheet count per pack, pack barrier material, seal quality and storage instructions. Ask for production and drying records linked to the supplied batch. Importers must ensure food is safe and legal before it enters Great Britain. Agree a laboratory testing plan for contaminants and microbiological quality, with the laboratory advising on suitable tests for the species and intended use.

Worked duty example

Illustrative example, not a quote: 20 cartons of plain unroasted nori sheets for a catering wholesaler, illustrative only under 1212 21 00 00, invoiced at £2,500 free on board, with £900 of freight and insurance to the UK. The customs value is £3,400. Duty at 0% is £0. Import VAT at 20% is charged on the customs value plus duty, £3,400, so it is £680. With no duty, the only import tax is the VAT, which a VAT-registered importer can usually reclaim. The import duty and VAT guide explains each step. This assumes the goods are standard-rated for VAT. Most food for human consumption is zero-rated, and animal feed can be too, in which case no import VAT is due, so check the rate for your product in HMRC's VAT Notice 701/14.

Inspection checklist

Sheets: compare dimensions, thickness, colour, holes and broken edges with the approved sample; check whether sheets separate cleanly.

Use test: follow the agreed preparation method and check tearing, rolling behaviour, flavour and texture against the sample.

Packing: check seals, dampness, mould, foreign matter and crushed cartons; compare sheet counts and pack weights with the order.

Batch papers: match carton and pack identifiers to production records and test reports; check organic documentation where claimed. Plan sampling using the quality inspection guide.

What goes wrong

A supplier may substitute roasted sheets, change the seaweed blend or send a thinner grade than the approved sample. Poor seals can let moisture reach the sheets, causing sticking, loss of texture or mould. Inspect unopened packs as well as loose sheets and record defects before releasing stock.

Unroasted does not describe every drying condition or establish suitability for eating without further preparation. Agree the intended use and preparation instructions before ordering. Food descriptions must be truthful: falsely describing, advertising or presenting food can lead to prosecution. Check that the artwork matches the actual product and have organic claims reviewed before printing.

Cambridge China Bridge sources these products for UK businesses, checking the factory and the documents before shipment. See factory verification. For repeat volumes, see container programmes.
