Sourcing unpopulated PLC racks from China

Unpopulated PLC rack bases and relevant parts from China carry 0% UK duty under heading 8538. Classification depends on what is fitted: an empty mounting base, an electronic backplane and an equipped control assembly need separate assessment. Cambridge China Bridge sources unpopulated PLC racks.

Zero duty on empty rack bases and relevant parts

Heading 8538 covers parts suitable solely or principally for the apparatus of headings 8535, 8536 or 8537. Unpopulated PLC rack bases without their control apparatus fall within the description of 8538 10 00 00. The table repeats that line for bases and mounting panels, then includes separately supplied electronic assemblies and other dedicated parts.

Read from the UK Trade Tariff on 1 October 2026, the listed lines carried 0% duty for goods from China. The supplied tariff record lists no anti-dumping or countervailing duty, suspension or attached import control for these selected codes. Import VAT is separate from customs duty.

Give your broker the assembly drawing, intended controller family and a list of everything fitted, including any backplane electronics. Confirm the commodity code before ordering. Equipped control panels belong under heading 8537; see the wider switchgear enclosures and parts guide.

Specify the rack and prove module fit

Name the controller family and module models that must fit. Agree the slot arrangement, guide spacing, latch engagement, mounting-hole positions, overall envelope and cable clearance on a controlled drawing. State whether the order includes a bare frame, passive backplane, electronic backplane, blanking plates or fixing hardware.

Specify material, thickness, finish, earth-bonding points and packing that protects rails and connectors. Approve a sample using your actual modules rather than accepting a supplier's compatibility statement. If a backplane is included, agree connector orientation, contact layout and the electrical checks appropriate to its design.

An empty rack is a component; confirm with the relevant authority whether the finished control assembly falls within the Electrical Equipment (Safety) Regulations 2016 and what compliance is required. GOV.UK guidance says component parts sold between businesses are outside the RoHS Regulations. Request material and substance information for the panel builder. WEEE guidance also distinguishes components supplied to a business to build a finished product from finished electrical equipment.

Worked duty example

Illustrative example, not a quote: 400 unpopulated PLC rack bases, illustrative order under 8538 10 00 00, invoiced at £36,000 free on board, with £5,000 of freight and insurance to the UK. The customs value is £41,000. Duty at 0% is £0. Import VAT at 20% is charged on the customs value plus duty, £41,000, so it is £8,200. With no duty, the only import tax is the VAT, which a VAT-registered importer can usually reclaim. The import duty and VAT guide explains each step.

Inspection checklist

Fit: insert and remove the agreed modules, check guides and retaining latches, and confirm that modules seat without forcing.

Geometry: measure mounting holes, rail spacing and frame flatness against the approved drawing; check access for cables and fixing tools.

Backplane: where supplied, check connector positions, damaged contacts and the agreed continuity or functional test results against the exact rack model.

Finish and arrival: check burrs, coating coverage and exposed bonding points; inspect unpacked racks for bent rails and crushed connectors. Use the agreed inspection checklist before shipment and on arrival.

What goes wrong

A rack can look compatible while its guides, latches or connectors differ from the intended controller family. Modules may fit loosely, fail to seat or place strain on backplane contacts. Keep the approved drawing and sample tied to the order, and repeat the fit check on goods selected from the production batch.

Packing pressure can bend an otherwise acceptable frame, while coating on bonding surfaces can obstruct the intended earth connection. Another avoidable problem is ordering an 'empty rack' without defining the backplane and accessories. Record exactly what is included so inspection and customs classification assess the same product.

Frequently asked questions

What is the UK import duty on unpopulated PLC racks from China?

The supplied tariff record shows 0% for empty rack bases under 8538 10 00 00 and the relevant electronic and other parts listed here, with no anti-dumping or countervailing duty.

Does an unpopulated PLC rack include a backplane?

It may. Specify whether the rack is a bare frame or includes a passive or electronic backplane, connectors and fixing hardware. Ask for an assembly drawing and an itemised contents list.

How do I check compatibility with my PLC modules?

Test the sample with the exact modules you intend to use. Check guide spacing, connector alignment, latch engagement, cable clearance and removal without forcing.

Does WEEE apply to racks supplied to a panel builder?

GOV.UK guidance says components and sub-assemblies supplied to a business for building a finished product are not electrical and electronic equipment products for WEEE purposes. Check what you are actually supplying.
