Sourcing turbine gas meters from China

Turbine gas meters and their meter parts from China carry 0% UK duty, with no trade remedies recorded. For regulated uses, confirm conformity assessment and metrology marking requirements with the relevant authority before sale. Match the approval evidence to the model, flow range and intended use. Duty on turbine gas meters

Heading 9028 covers gas, liquid and electricity supply or production meters, including calibrating meters. Complete turbine gas meters fall within the gas-meter line, 9028 10 00 00. The table separates buying configurations and parts, so some entries share a commodity code.

Read from the UK Trade Tariff on 1 October 2026, the gas-meter and other meter-parts lines carried 0% duty for goods from China. The supplied tariff record lists no anti-dumping or countervailing measures, suspensions or attached import controls for these lines.

Confirm the commodity code separately for complete meters, spare parts and any separately supplied conversion equipment. Describe whether the instrument records gas supplied or merely measures process flow. See the rotary gas meter guide for related gas-meter sourcing.

Specify the gas, flow range and installation

Give the factory the gas composition, operating pressure and temperature, expected flow range, permitted pressure loss, flange details and installation orientation. Agree whether the register shows measured volume or works with a separate volume converter. Specify pulse output characteristics, lubrication arrangements and the upstream pipe layout against the manufacturer's installation instructions.

For regulated uses, confirm with the relevant authority which conformity assessment and conformity and metrology marking requirements apply under the Measuring Instruments Regulations 2016 before market placement. CE and UKCA marked meters can be placed on the Great Britain market. Ask which accuracy class and assessment route cover the proposed model, and match the certificate to its actual configuration.

For regulated instruments, the importer must indicate their name, registered trade name or trademark and postal address on the instrument. Settle the identification layout with the factory before production. Include calibration reports, operating instructions and a lubrication schedule in your purchasing specification.

Worked duty example

Illustrative example, not a quote: Illustrative batch of turbine gas meters for a small commercial installation programme under 9028 10 00 00, invoiced at £45,000 free on board, with £2,000 of freight and insurance to the UK. The customs value is £47,000. Duty at 0% is £0. Import VAT at 20% is charged on the customs value plus duty, £47,000, so it is £9,400. With no duty, the only import tax is the VAT, which a VAT-registered importer can usually reclaim. The import duty and VAT guide explains each step.

Inspection checklist

Identity: check the model, serial number, flow direction, pressure rating, flange dimensions and ordered output against the drawings and certificate. Use the inspection guide to organise the arrival record.

Accuracy: request calibration results across the agreed flow range, including low flow. Match each report to the meter serial number and confirm the test conditions and reference equipment.

Mechanism and body: inspect inlet protection, rotor condition, bearings, lubrication points and seals. Agree leakage and pressure-loss checks with the test provider rather than relying on the register turning freely.

Output and documents: compare pulse counts with the register, confirm the pulse scaling, and check the applicable conformity and metrology markings against the approval evidence.

What goes wrong

A meter selected for peak demand may perform poorly at the site's normal low flow. Incorrect pulse scaling can make the remote reading disagree with the register. Debris, damaged bearings or an unsuitable upstream pipe arrangement can also undermine the measurement. Agree the operating envelope and installation drawing before approving the sample.

Another failure is a certificate covering a different model or configuration. Check the meter, certificate and calibration report together, and resolve discrepancies before shipment. Keep protective inlet covers fitted during transport and storage.

Frequently asked questions

What is the UK import duty on turbine gas meters from China?

The supplied tariff record gives 0% duty for gas meters under 9028 10 00 00 and other meter parts under 9028 90 90 00, with no anti-dumping or countervailing measures recorded.

Can I use a Chinese turbine gas meter for billing?

For regulated uses, obtain the applicable conformity assessment and metrology marking evidence. Check that the approval covers the exact model, configuration and intended use before ordering.

Is CE marking accepted for turbine gas meters in Great Britain?

Official guidance says both CE and UKCA marked meters can be placed on the Great Britain market. Check the applicable metrology marking and conformity assessment evidence as well.

What should I ask the factory to test?

Ask for calibration across the agreed flow range, leakage and pressure-loss checks, pulse-to-register comparison, and inspection of the rotor, bearings and seals. Match the reports to the supplied meters.
