Sourcing tufted prayer rugs from China

Tufted prayer rugs from China carry a flat 8% UK import duty across the relevant lines, with no anti-dumping or countervailing duty shown. Rugs sold to consumers in Great Britain must be safe, and the use-surface fibre composition must be labelled. Check backing grip, pile and approved prayer motifs. A flat 8% duty

Read from the UK Trade Tariff on 7 October 2026, heading 5703 covers tufted carpets and other textile floor coverings, whether or not made up. The relevant prayer-rug lines carry 8% duty for goods from China. The supplied tariff record shows no anti-dumping or countervailing duty and no suspensions. These rows cover individual rugs rather than turf or carpet tiles.

The tariff attaches CITES import control to the wool or fine animal hair line and the other-textile line shown here, and cat and dog fur import control to the latter. Cat and dog fur products cannot be imported. For CITES-listed materials, confirm the species and required import documentation with your customs broker before ordering from China. The record also lists export controls; check these separately before returning goods overseas.

Confirm the commodity code using the tufted construction, pile fibre and whether the design is printed. A prayer motif alone does not identify the tariff line. See the wider tufted carpets guide for other products within this heading.

Specify pile, prayer motifs and backing

Agree the pile fibre, pile height and mass, finished dimensions, kneeling feel, backing material, edge binding and fringe construction. Approve the motif position, orientation, colours and any script on a finished sample. Ask the buyer who will sell or use the rugs to approve the artwork before production. Specify how the rug should fold and recover when laid out.

Consumer rugs sold in Great Britain must be safe in normal or reasonably foreseeable use. Fibre labels must identify the fibre composition; confirm with the relevant authority the wording and how the labelling rules apply to the use surface and backing. Agree cleaning instructions and test any anti-slip claim on the intended flooring. For mosque or other contract supply, ask the customer for its fire-performance specification and check that the supporting report matches the exact pile and backing.

Worked duty example

Illustrative example, not a quote: Illustrative order: 3,000 polypropylene tufted prayer rugs under 5703 39 19 00, invoiced at £30,000 free on board, with £4,000 of freight and insurance to the UK. The customs value is £34,000. Duty at 8% is £2,720. Import VAT at 20% is charged on the customs value plus duty, £36,720, so it is £7,344. Import taxes total £10,064; a VAT-registered importer can usually reclaim the VAT, so the lasting cost is the £2,720 of duty. The import duty and VAT guide explains each step.

Inspection checklist

Pile and comfort: compare pile mass, height, density, shedding and tuft retention with the approved sample. Check the kneeling area for hard patches, exposed backing and uneven cushioning.

Artwork and finish: check motif orientation, script, colour consistency, dimensions, squareness, binding and fringe attachment. Lay rugs flat after unpacking to check curled corners and persistent folds.

Backing and cleaning: check grip and floor marking on the intended surfaces. Clean samples using the proposed care instructions, then check colour transfer, shrinkage, backing separation and edge curl.

Labels and packing: compare the use-surface fibre label with the agreed material and test evidence. Check design identification, carton contents, dry packing and arrival condition. Use a quality inspection brief that names the approved sample.

What goes wrong

A sample can feel comfortable while production rugs have sparse pile or a changed backing. Check for flattened kneeling areas, loose tufts, rough binding and corners that lift after folded transport. Backings can peel, smell strongly or mark floors; printed colours can transfer during cleaning.

An off-centre motif, reversed design or incorrect script can make an otherwise usable rug unacceptable to the buyer. Keep an approved artwork file and finished sample, and compare production and arrival samples against both. Investigate material changes before accepting a replacement test report.

Frequently asked questions

What is the UK import duty on tufted prayer rugs from China?

The relevant heading 5703 lines carry 8% duty in the supplied tariff record. No anti-dumping or countervailing duty or suspension is shown. Import VAT is normally 20%.

Are all prayer rugs classified under 5703?

No. This guide covers tufted construction. Confirm how the rug is made and its pile fibre before choosing a code; a printed prayer motif does not establish the heading.

What fibre label does a tufted prayer rug need?

Label the fibre composition and confirm with the relevant authority the appropriate fibre names and how the rules apply to the use surface and backing. Check the label against the actual pile material, rather than treating the backing composition as the face fibre.

How do I check an anti-slip prayer rug?

Test production samples on the intended flooring against the approved sample. Check movement, floor staining and curled edges, then repeat the checks after cleaning as instructed.
