Sourcing tufted carpet stair treads from China

Tufted carpet stair treads from China carry a flat 8% UK import duty, with no trade remedies in the supplied tariff extract. Consumer treads must be safe in normal or foreseeable use; specify secure fixing and edges that lie flat. Cambridge China Bridge sources tufted carpet stair treads.

A flat 8% duty

Read from the UK Trade Tariff on 7 October 2026, heading 5703 covers tufted carpets and other textile floor coverings, whether or not made up. All supplied lines carry 8% duty for goods from China, so the duty range is a flat 8%. The extract records no anti-dumping or countervailing duties and no suspensions.

CITES import controls are attached to the wool or fine animal hair and other-textile lines. For CITES-listed fibres from China, confirm the applicable permits with your customs broker before ordering. Other-textile lines also carry cat and dog fur controls: imports of such fur and products made from it are banned. The extract lists cultural-goods licensing and CITES or fur controls for export too; ask your broker to distinguish these from import requirements.

The table gives candidate lines for tufted stair treads. Confirm the pile fibre, printed finish and whether the finished product falls within a tile provision before choosing a commodity code. A small tread should not automatically be declared as a carpet tile. See the tufted carpet tiles guide for the wider heading.

Pile, stair fit and fixing method

Specify the pile fibre, pile height and mass, cut or loop construction, backing material, colour and edge binding. Provide a drawing showing tread width, depth, corner shape and whether the carpet stops short of the stair nosing or wraps over it. Approve a finished sample on the intended staircase surface.

Agree whether the treads use adhesive, separate fixing strips or another attachment method. Ask the factory to identify compatible stair finishes and provide fitting, cleaning and removal instructions. Test attachment after cleaning and check for adhesive residue or staining. Treat a non-slip claim as something to verify on the intended surface.

Consumer treads supplied in Great Britain must be safe in normal or reasonably foreseeable use. For permanent fitting in buildings, confirm the applicable construction-product requirements, including a declaration of performance, fire class and CE or UKCA marking. CE marking remains available for construction products in Great Britain. Ask testing and certification to check the evidence for the exact pile, backing and intended installation.

Worked duty example

Illustrative example, not a quote: 3,000 individual polypropylene stair treads, illustrative order under 5703 39 19 00, invoiced at £21,000 free on board, with £3,500 of freight and insurance to the UK. The customs value is £24,500. Duty at 8% is £1,960. Import VAT at 20% is charged on the customs value plus duty, £26,460, so it is £5,292. Import taxes total £7,252; a VAT-registered importer can usually reclaim the VAT, so the lasting cost is the £1,960 of duty. The import duty and VAT guide explains each step.

Inspection checklist

Fit and edges: measure finished width, depth and corner shape against the drawing. Place samples on the intended stair surface and check for curling, raised binding and interference at the nosing.

Pile and colour: compare pile height, mass, tuft retention and colour with the approved sample. Check every colour within a packed set and look for loose tufts or exposed backing.

Backing and fixing: check backing adhesion and the supplied fixing components. Test movement during use, lifting at corners, staining and residue after removal. Repeat the agreed checks after cleaning.

Documents and packing: match product descriptions, batch identification, fitting instructions and any applicable performance declaration or fire report to the actual goods. Open cartons to check that packing has not folded or distorted the edges.

What goes wrong

A tread can match the photograph but fit badly on the staircase. Rounded corners may leave the intended area uncovered, thick binding can catch footwear, and creased packing can leave edges raised. Adhesive may hold on a clean sample but release on dusty or differently finished stairs.

Lower pile mass, weak tuft retention and separating backing can shorten service life. Mixed batches can make a staircase visibly uneven in colour. Cleaning can expose backing shrinkage or weaken attachment. Keep the approved sample and agree checks on finished production goods through quality inspection.
